EDDC has said that our Local Plan is held up because they have to co-operate with other councils and authorities in the “greater Exeter” area, naming Exeter City Council, Mid Devon District Council, Teignbridge District Council and Dartmoor National Park Authority.
This should be made easier by the fact that former EDDC Deputy Director and Head of Regeneration, Kareem Hassan is now Chief Executive of Exeter City Council.
Stephen Belli, a former Senior Planning Officer at EDDC, is now Director of Planning at Dartmoor National Park Local Plan adopted in July 2013, so all its figures available:
That should help to get things off to a quick start, EDDC, Exeter and Dartmoor senior planners having worked together for several years.
Oh, and the Teignbridge Local Plan was adopted in May 2014 so their up-to-date figures are there for everyone to see, which also makes things easier:

Hold up, what hold up?
Could someone PLEASE explain to me why East Devon has to concern itself with housing numbers in Dartmoor National Park – an area which allows almost no new homes? What possible concern is that to us? There is nothing we can do about it and we cannot be expected to take their overspill because people who want to remain in the Park due to local connections will not wish to move here surely? Or am I missing something?
Also, if we are providing for Exeter overspill because they can’t cope, what are all these new jobs for? More overspill? Why not have jobs in the north of England where they need them more? I would welcome enlightenment.

No one ever said that it had to be logical or sensible. These are rules set by central government so what do you expect??? !!!!

The “duty to co-operate” is NOT a duty to agree – simply a step that shows you have had formal meetings with nearby authorities and that you are aware of their needs which you will TRY to accommodate. There is no obligation to do so.
Interestingly, it seems EDDC does not mention the Inspector’s requirement that they include West Dorset – and South Somerset (CEO Mark Williams) is not mentioned at all. It is probably easier to commute to Exeter from Lyme Regis or Chard than Princetown!
