Whilst I don’t have any experience with developing Local Plans, I do have several decades experience as a project / programme manager and Summer 2015 does feel like a reasonable and achievable date.
However, what I would like to see is:
1. A commitment from DCA as to when they will deliver the SHMA they have been contracted to produce – they have missed the June 2014 promised date, despite EDDC stating as recently as early May that this June 2014 was still the delivery date, and have not (as far as we are aware) provided a revised date nor confirmed that they are still committed to delivering it at all.
2. A detailed plan of activities, with carefully considered estimates of duration and effort and identified interdependencies, so that progress against this can be tracked week-on-week and and further delays can be identified early and in advance rather than becoming a surprise only when the delivery date is missed.
As a public service, I would be happy to assist Mr Dickins with creating such a detailed plan (if EDDC would be willing to let me help them).
