I would imagine that it would submit papers – which would have a recommendation but I would assume would be somewhat empty of explanations.
Of course cabinet could discuss this report in secret if it could find a legal excuse to do so, like the possibility of prejudicing the council’s commercial position on sale or purchase if it released the report.
It would be interesting to know if we could find such reports in the agendas of cabinet for the past few years. (I would look myself, but am very short of time at present.)
