Twiss ” cull” complaint: police confirm no action but Twiss says they are “keeping it on file”

But why does Twiss add that the police will “keep the complaint on file” when the newspaper article simply say it was simply “logged” and no action taken? If I were Councillor Wright I would be wanting to know what this means as the two phrases are very different. A bit like the different uses of the word “cull”.

And how much quicker the police were investigating this particular complaint compared to the one about Councillor Brown which took more than 18 months to investigate!

  1. Actually, what the Express & Echo article says is that they have logged the report – which they would do for any report of an alleged crime. This is not the same as them saying they will “keep the complaint on file”.

    According to the article, the police say they have spoken to the person making the report (i.e. Cllr Twiss) and gave him some advice. I would certainly like to have been a fly on the wall at that meeting!!

    Finally the article say that the police say they “are taking no further action at this time” – but that applies equally to Cllr Twiss as it does Cllr Wright.

    • The article quotes Councillor Twiss as saying:
      Cllr Twiss told the Echo that following his complaint on November 27, officers visited him this morning, Monday, December 8, and told him they were taking no further action but the matter would be kept on file.”

      It is Councillor Twiss’s interpretation being queried.

  2. Having some knowledge of the procedures and language used on such occasions I would thoroughly doubt the interpretation put on today’s events by Cllr Twiss.

    Put the shovel down Phil, you have dug yourself far too much of a hole already.

    Firstly, the police never tear up reports, whether they are about lost dogs, councillors alleged to be taking bungs or complaints from councillors. They hang on to everything for various periods of time. Everything remains ‘on file’ to some degree or other.

    Be careful what you read into such words. They might well hang on to the councillors complaint in case he makes another frivilous and unfounded complaint- all the more potential evidence for an investigation of wasting police time.

    As to the visit to the person writing the comment, well that could be for a number of reasons. Given that the Express and Echo confirm that the Devon and Cornwall police have decided not to investigate, repeat not to investigate, that suggests they take the view that there was no offence committed- which is what anyone in their right mind has already concluded. Hence a ticking off is unlikely.

    What advice may they have given? Well they may have said be more cautious in what you write, unlikely where no offence has been committed, but if they did so I hope he challenged such a suggestion More likely they may have advised him that he could complain against Cllr Twiss making such a complaint.

    What we can conclude is that this is a spectacular own goal by Councillor Twiss and those who supported his complaint.

    Oh, one last comment Phil, if you ever want to be believed in the future, don’t try and tell us this was never about trying to make life difficult for Cllr Claire Wright. Man up Councillor.

    • Actually, the police said that they had visited the reporter i.e. Cllr Twiss, not that they had visited the author of the “cull” comment.

      I wonder what words of advice they gave him?
