Sorry – but I don’t recall this, though I do recall something similar but nevertheless different.
This article says that there are particular reporting requirements for the end-of-year accounts. But that is different from someone locally making an FoI request (for which Data Protection disclosure of personal financial data is an allowed exception), and anyway which (if memory serves me) asked about bands not about individual specifics.
The point is that an FoI request is probably not subject to the same regulations as the accounts, so EDDC were probably not required to provide that information at this point in time as part of an FoI response.
According to this article, they will need to provide the information in their final accounts for 2014-2015 (which will unfortunately not be published until after the next council elections), and I would imagine that once these accounts have been published, then answers to future FoI requests will then need to include this information.
Of course, EDDC probably could have decided that since the information will eventually be made public in the accounts, then why not make it available now, but considering that the information might be embarrassing, I guess we should not be surprised that they opted to keep it secret for the moment.
