If you read the What Do They Know site and look at FoI requests to both East Devon District Council and Devon County Council, you will see a pattern of repeated attempts by several people to get information about whether some (or even many) of the Penalty Charge Notices were actually legal.
According to one person making such requests, Traffic Regulations Orders (TROs) may have been (illegally?) created simply to be able to generate revenue, required signage may not have been erected or may have been deliberately erected where it would not be visible to parkers, and consequently many PCNs (possibly in the thousands) were issued illegally. The origin of funds to undertake the TROs and the disposition of the moneys collected is apparently also of concern. This has apparently been happening for many years, both when EDCC was responsible for Civil Parking Enforcement and subsequently when DCC took over this responsibility.
