I can understand DCC not wanting to raise their precept by more than 2% (which is still substantially above inflation) because the DCC precept forms the majority of the overall Council Tax bills, and so any DCC rise makes a big difference to council tax bills..
But (from memory) EDDC’s precept accounts for only 10% of the overall Council tax bill, so a rise of 2% results in only a 0.2% increase in overall council tax.
It seems to me that the only two reasons for EDDC not raising their council tax precept above 2% are:
a. That it will trigger a referendum, which will bring council finances into far greater public scrutiny and expose the financially short-sighted short-term decisions made in previous years; and
b. Be a highly embarrassing u-turn after their boastful crowing about how they kept council tax frozen for several years.
