Neither Devon County Council (in partnership with district councils) nor East Devon District Council nor even Exeter City Council are on the list of local authorities involved.
Which is a bit of a surprise really? You would have thought that with an approved Local Plan which needs over 18,000 homes built, EDDC would have been at the forefront of this initiative. But no.
