Claire Wright’s blog, as she ploughs (with EDA DCC Councillor Martin Shaw) the lonely furrow of integrity and common sense – both sadly lacking in the DCC Health and Social Care Scrutiny Committee:
“Devon County Council’s cabinet will decide tomorrow whether to back the Health and Adult Scrutiny Committee’s resolution on deferring the implementation of the controversial Integrated Care System, which many local people have huge concerns over.
At the last Health and Adult Care Scrutiny Committee on 22 March, I proposed the following which was supported by the majority of the committee.
An additional line on a public engagement, was voted down by Conservative councillors:
Here’s what the cabinet will be considering. If it supports the resolution, it will be implemented with immediate effect…..

(a) record the Committee’s concerns over the emerging Devon Integrated Care System being a single Integrated Strategic Commissioner, a number of Local Care Partnerships, Mental Health Care Partnership and shared NHS corporate services;
(b) defer the implementation of the Integrated Care System process until assurances are provided on governance, funding, the future of social care from a democratic perspective;
(c) recommend Councillor Ackland’s paper and proposals on the reformation of the Health and Wellbeing Board as a sound democratic way forward to provide the necessary governance on a new integrated system;
(d) give assurance that the proposals will not lead to deeper cuts in any part of Devon as a result of the ‘equalisation of funding’; and
(e) provide a copy of the business plan being developed and a summary of views from staff consultations.

The owl has crossed my palm with silver and now I meditate and stare into my crystal ball…
Patience, patience… it is still misty.
But wait, the mists are clearing. I see a room, a big room, with seats all around the outside. It’s a big meeting with 60+ people seated – and there are quite a few people forming an audience – they might have just come from some sort of protest meeting because they are waving banners. There is a man in charge of the meeting – a big rotund man with a blue tie. In fact more than half of the people in the meeting are men with blue ties, and there are few women with blue scarves.
I see a lady without a scarf standing and explaining something with passion. It is clear that she cares deeply about whatever she is talking about. I sense that she is very worried what will happen to other people in the local area – yes, worried – worried what will happen when they fall ill.
Then a man with a green, blue and brown tie stands up and says something similar – but his arguments are presented more factually, more logically. He used to be a teacher or a professor I think. But he also appears worried about people becoming ill.
A few others without blue ties or scarfs stand and say a few words – clearly they also are worried.
But the people with blue ties and scarves are not interested – they are bored and simply want to talk about something else. The big rotund man stands and asks people to raise their hands. First most of the people without blue ties or scarves raise their hands, but they do so out of time with one another as if they are making up their own minds individually to do so. The big rotund man says something else – and all the people with blue ties and scarfs raise their hands at the same time, with precision like they have been trained – like an army of well trained foot soldiers obeying orders.
The lady and gentleman who spoke look devastated and sit down with their heads in their hands. The other people without blue ties and scarves are shaking their heads and look dejected. It feels like something bad, something very very bad indeed, something truly terrible has just happened.
I am trying to find out more …. but no, the mists are forming in the crystal ball again and I can see and hear nothing further.
But it is clear, very clear, from the visions I have just seen that you should beware – beware of people wearing blue ties and scarves – because they bring doom, DOOM I tell you, doom and pain and suffering to where you live.

We cannot alter the result of tomorrow’s meeting, only guess what is likely and predictable; if they do the wrong thing yet again perhaps Madam Ezmeralda can also see the result of future elections – unlikely to be many blue ties and scarves around then! They will be ‘ditched’ by us all, as they put their party before their country and the people they are supposed to represent, who up to now they sadly betrayed and neglected. Where is integrity? – possibly still stuck at the bottom of that crystal ball.
