A measure of competence might reasonably be considered the ability, or otherwise, for the CEO to have ensured his council/s have a finalised Local Plan. Something the joint EDDC and South Somerset councils have yet to achieve under the leadership of Mark Williams I believe. You don’t get what you pay for it seems.f
