Leaving aside the Conservative Party history of broken promises, to deliver this promise they would have to have a clue on how to fix it.
But to date, their history of solutions is an unbroken record of failure because they have approached it in entirely the wrong way.
We will have to see what the budget proposals (if any) actually are, but it would surprise me if it was anything other than more of the same or similar – and without a radical change of policy away from financial incentives (which cost us – the tax payers – money, but simply increase developers already obscene profit levels) and onto financial penalties through regulation or taxes (to e.g. break up the land banks and make building land available to smaller developers) any proposals will continue to fail.
