An interesting find. I wonder (but only a little as I think there is a very low probability) whether EDDC has used the Renovate Diagnosis service to get expert opinion on whether renovation is a reasonable approach.
(Note: Whilst I expect that Renovate Diagnosis is a paid service, the costs of this are likely to be small by comparison with the costs already expended on the Knowle move.)
