Conservative Councillors Undermine Government Environmental plans

The Woodbury Common “Area 12” development in East Devon is a classic example of members of the conservative party undermining the leadership and the will of the electorate. The proposed development of factories within an Area of Outstanding Natural beauty caused a local outcry. There were 198 objections to the plans and 4 people supported the application. When the development was put to the planning committee the council chamber was packed with objectors. The plans were passed with 6 people voting in favour and 5 against. The 6 supporters were all Tory Councillors who were not only out of step with the wishes of the electorate but also showed a total disregard for Michael Gove’s 25-year Environmental Plan.

Michael Gove is wasting his time! He is being undermined by his own Party and would be more effective working for an organisation with real environmental integrity such as The Wildlife Trust. He may be the most progressive and forward thinking Conservative Secretary for the Environment that we have had in decades. He recently stated “Outside the EU we are going to make sure that our environment is enhanced and protected. We believe in a greener Britain.”

If he hasn’t been a closet environmentalist all his life he has learned very quickly. He has listened to the much maligned “so called experts” and taken their ideas onboard. He isn’t afraid of speaking out either. When Donald Trump pulled the USA out of the Paris International Climate agreement most of the government were shuffling around looking at their shoes and scared to speak out in case they caused any offence. Michael however came out and condemned the move in his first speech after being returned to the cabinet. People have said that the new Tory “Green” policies that he is putting forward are just “vote bait” and that the conservatives are desperate to grab votes from the younger generation.

It is true that the younger generation in general tend to be greener than the traditional Tory voter, but they are also quite canny. It is not enough these days for a party to Talk the Talk, they will have to be seen to Walk the Walk if they are to get the youth vote. If the Tories don’t make good on their promises the next generation of voters will be even more disaffected about politics than the current ones. Plans for environmental initiatives like the bottle deposit scheme, banning single use plastics, and a switch to electric cars are very welcome, but until the legislation necessary to get them working is in place they are just a good idea and nothing more. Michael may have good intentions but after a year in the job the harsh reality is that he has changed very little.

Michaels downfall will not come because of criticism from environmental groups as most of the conservationists I talk to agree with his proposals. He is in step with most current thinking on environmental protection and is happy to express his own ideas. The document “A Green Future: Our 25 Year Plan to Improve the Environment” contains enough positive ideology to satisfy most environmental campaigners. The document is elegantly designed, and its contents has been carefully thought out. It covers a huge range of subjects: sustainable land use, enhancing the beauty of landscapes, ways of reducing pollution and waste, fishing policy that ensures seas return to health and fish stocks are replenished, climate change, and new forests. The document even covers wildlife crime, poaching and illegal wildlife trade beyond our borders.

The problem that Michael has is that the document is a vision and not legislation. It is a collection of really good ideas, but it is not law. When there is a conflict between potential industrial development and the environment the ideals will get thrown into the river like toxic waste. If there is a chance for a profit to be made Tory councils will always find ways to get around even the most stringent protections. The “Green Future” is not seen as a moral compass for development it is just viewed as a bit of a nuisance.”

“Controversial plans to allow industrial units in a Devon Area of Outstanding Natural Beauty have been narrowly approved.

The site at Blackhill Quarry, near Woodbury, housed quarry processing works but was due to be returned to its natural heathland state.

There were almost 200 objections, including the local parish council and ward member, to Clinton Devon Estates’ plans for 35,000 square feet of industrial space.

East Devon District Council’s Development Management Committee was told there were “exceptional circumstances” and the proposal would create 71 highly-skilled engineering jobs.”

CLINTON DEVON SERVE EVICTION NOTICE ON 11 SPECIES OF BAT

A new nature protection group has been formed in East Budleigh to try to save eleven species of bat from having their habitat destroyed. Six of these species are amongst the rarest found in Britain. The story has broken today simultaneously on BBC Radio Devon and BBC Spotlight, presented by Adrian Campbell, and in the Exmouth Journal.

“Landowners have defended their plan to redevelop an area of land in East Budleigh amid concerns for wildlife living on the site.

Clinton Devon Estates (CDE) has applied for permission to demolish a barn at The Pound, in Lower Budeigh, and replace it with a new dwelling.

Residents have raised concerns about the bats that have traditionally called the barn their home.

There are also concerns about access to the site; it is argued to be through the centre of The Pound, which is claimed to be in the village’s built-up area boundary.

CDE say the new building will provide ‘conditions more suitable’ for bats, including a dedicated loft area and ground floor with free flight access for the animals.

Writing in objection to the application, Mr and Mrs Moyle said: “We should be proud that we have so many rare bats, including gray long-eared bats, which are very rare.

“Building this so-called bat house means we have no proof that the bats will use it.

“It is being built a long way from the barn, so we are likely to lose out rare bats.”

Another letter, from a Mrs Maynard, said: “This is an absolutely ridiculous and totally unnecessary attempt to develop what is at present is an extremely pretty corner of a very lovely village.”

A spokesman for Clinton Devon Estates said: “The new building, whilst smaller than the existing barn, has been designed to provide conditions more suitable for breeding bats in the summer; for example, it will have a slate roof to provide a warm loft, as opposed to a draughty metal shed. “It will also have a cool ground floor to provide fairly stable winter temperature and high humidity, with the aim of providing a potential winter roost.

“For horseshoe and long-eared bat species, a dedicated loft area and ground floor with free flight access will be provided.

“For crevice-dwelling bat species, roosting provision will be provided in various places within the bat barn, including bat slates, a raised ridge tile, timber cladding, a Schwegler bat tube and internal crevices.”

CDE providing a brand new Des. Res. for free? There must be a catch.

Owl fears for these bats.

Are they going to be sent away for a holiday by the sea whilst their ancient barn (oldest still standing in East Budleigh) is bulldozed away and their new bat loft constructed?

Temporary social housing is a non-starter. As mentioned in one of the Spotlight interviews, what are they going to do for food. They feed on moths but the overgrown habitat of the moths is also going to be bulldozed?

And how are they going to navigate when the trees they use for echo location have also been razed to the ground as well?

Owl has many, many bat friends who join it in its nocturnal foreys and is VERY protective of them.

Project Planning Fear: MP Truss says rip up planning rules or get Corbyn!

“A cabinet minister faced a furious backlash yesterday after saying the Tories must build homes in the countryside – or they will hand power to Jeremy Corbyn.

Liz Truss, Chief Secretary to the Treasury, said planning laws should be ripped up as she complained about the number of Nimbys in Britain.

The outspoken minister said ‘a lot more’ sites needed to be opened up. She also called for those living in cities to be allowed to add extra floors to their homes without needing permission. Miss Truss argued the house-building overhaul was needed to keep Mr Corbyn out of Downing Street at the next election.

But Tory colleagues warned the party would be ‘run out of office’ if it went ahead with ‘catastrophic’ proposals that fail to protect rural Britain and the green belts around London and other major cities.

The row comes a day after campaigners warned the green belt is already being ‘gobbled up at an alarming rate’ to build thousands of homes.

A report from the Campaign to Protect Rural England, published yesterday, showed plans for almost 460,000 homes have been pencilled in for green belt land since 2013 as councils lift planning protections, opening the way for developers.

Asked in an interview whether she would you be happy to ‘start paving over our green and pleasant land’, Miss Truss replied: ‘I do think we need to open up more land for building, a lot more. There are a lot Nimbys in Britain.’

Questioned on whether there are many ‘not in my backyard’ objectors in her own party, she said: ‘There are, but I think it is a dwindling number.

‘People recognise the choice is building on more greenfield sites and making sure there are enough homes for next generation or losing the election and ending up with Jeremy Corbyn, whose policy appears to be appropriating property.

‘So I know which one I’d choose – it’s having more homes available on the open market for people of whatever generation to afford.’ The minister added: ‘I also think we need to make it easier to build up in cities. I quite like the Japanese system where essentially you can build up on top of your house without having to get extra planning permission. I think we need to be more liberal about these policies.’

Miss Truss, who was appointed second-in-command at the Treasury last June after previously serving as justice secretary and environment secretary, said in the interview with the Financial Times’ politics podcast that she would one day like to be the country’s first female chancellor. ‘Well, who would say no to that?’ she said.

But when asked if she would like to be prime minister, Miss Truss, who is MP for South West Norfolk, replied: ‘I’m not sure about that one.’

Tory former minister Crispin Blunt last night warned the party it would suffer an electoral ‘catastrophe’ if it does not protect the green belt. The MP for Reigate, who is co-chairman of the all-party parliamentary group for London’s green belt, said Conservative local councillors already faced being ‘run out of office’ in areas where ministers had raised housebuilding targets.

‘Residents’ associations are going off their rocket,’ he said.

Mr Blunt said trying to meet demand in the South East was ‘sucking the best and brightest out of the North’. Hindering development in the South-East would encourage growith in the North, he added.

Tom Fyans of the CPRE said: ‘We agree that there is a severe lack of affordable homes available for people to buy and rent.

‘However, what Liz Truss fails to recognise is that, opening up the green belt will not solve this issue.

‘Almost three quarters of the homes built on green belt land last year were unaffordable.’ He said the ‘perfect solution’ to ‘this barbaric assault on the green belt’ was to use brownfield land to its full capacity.

The CPRE’s report showed there are plans for almost 460,000 homes on green belt land. Green belt areas can be built on if councils grant planning permission directly or remove the land’s official status. Both methods have been used.

Only 70 houses or flats were built in the green belt in 2009/10 compared with 8,143 in 2017/18.

Miss Truss has become one of the most prominent advocates in the Cabinet for free market liberalism. Earlier this year, she attracted attention for a speech in which she appeared to ridicule the Prime Minister’s plan to ban plastic straws.”

“If we value rural Britain, we can’t build houses all over it”

“Government housing policy has lost all contact with planning Britain’s countryside. This week the Campaign for the Preservation of Rural England (CPRE) is up in arms over house-building in green belts, and over the lack of what it calls affordable housing. These are a distraction. It is planning as such that has collapsed.

The CPRE is concerned that 8,000 houses were built last year on green-belt land, or 24,000 over the past decade, and that hardly any were affordable. This has predictably raised a green light over all green belts, with developers rushing forward with applications for 460,000 new homes now in process. Already, unplanned and sprawling “toy-town” estates are spreading across the home counties, the Fens, the Somerset Levels and the Severn Valley. It has sucked development into the south-east of England, denuded town centres and put ever more pressure on transport corridors. It is the worst sort of “non-planning”.

The issue should not be green-belt building or affordability. All rural land is now in contention. As for affordability – usually 20% off market price – such a subsidy is always short-term, and should never be a loophole for allowing building where it would otherwise be stopped.

New houses in the countryside have intense local impact, yet they form a trivial element in the housing market, of which some 90% involves existing stock. Policy should be aimed at genuinely boosting supply. This means cutting Britain’s shocking underoccupation of existing buildings. It means help with downsizing and subletting. It means not taxing sales, as stamp duty does. It means densifying urban sites and being more flexible on building uses. Modern “green” development is in cities.

Local planning must be restored. The government claims the right to decide how many new people come to Britain. It should grant local people the same right, to control the pace and nature of settlement in their communities. New planning rules deny them that right. They dictate that, should local people fight imposed targets, they will lose any further say in the matter, allowing free rein to development. It is heads we win, tails you lose localism.

Britain’s reputation for town-and-country planning has all but evaporated over the past decade. Each change in planning rules, usually dictated by the building lobby, has drawn ever more of the countryside into speculative play. The solution does not lie in arguing over a few hundred green-belt acres and a few thousand subsidised houses. County land-use planning has to be restored. Landscape considered worthy of long-term preservation – and much of it is still outside national parks – should be “listed” for its scenic and environmental value, like conservation areas in towns. Other land could then be declared a potentially developable land bank.

Listing the landscape would replace the present fighting with proper planning. Everyone would know where they stood. Rural Britain would not, as now, be up for speculative land grab. The old mistakes would not be repeated.”

Swire opposes Sidford Business Park

“Hundreds of people have lodged objections against the controversial application to create 8,445 sq m of employment floor space at the Two Bridges site.

The plans, which could create 250 jobs, represents 37 per cent of what was previously proposed and submitted to East Devon District Council (EDDC) in 2016.

Sir Hugo has hit out at the plans and raised concerns, slamming it as an ‘unwanted development in the wrong place’.

In a letter to East Devon District Council’s leader Councillor Ian Thomas, Sir Hugo said: “We have already seen Sidford absorbed by Sidmouth. It was because of this that I objected to a proposal for a cycle path between Sidford and Sidbury as I believed it would not be long before someone insisted on an illuminated path which could lead to gradual urbanisation between the two.

“Likewise, it seems to me to build a business park between Sidford and Sidbury, albeit nearer to Sidford, is an unwanted development in the wrong place.

“You will be familiar with the well-rehearsed arguments both for and against but I cannot see how this proposed development would do anything but detract from the area and to lead to more congestion and pollution on what is an already overused road.

“Equally I cannot see why the Alexandria Business Park could not be properly redeveloped to accommodate any need for new light industrial space.”

Sir Hugo then urged the council to turn the ‘unwanted’ planning application down.

Say No to Sidford Business Park campaigners held a protest last week that was attended by more than 80 people.

Petitioners have also been going door-to-door to gauge people’s views.

A Say No to Sidford Business Park spokesman said: “Obviously we welcome the position taken by Sir Hugo on what is a very important issue for local people. On this matter, we feel he has got it completely right.”

When the Herald went to press, EDDC had received 368 comments about the application, 254 of which were objections and 111 of which were in support.”

New data from the Campaign to Protect Rural England (CPRE) released on Monday showed that more than 24,000 homes were constructed in the UK’s green belts in the past nine years. Its State of the Green Belt 2018 report reveals that the number of finished homes constructed on the protected areas almost doubled last year to about 8,000.

The government has pledged to protect green belt land but housing campaigners believe much more controlled land could be released to build badly needed affordable new homes.

Most of the construction to date has been on brownfield sites within the green belt, but the data suggests that the vast majority of homes constructed on greenfield green belt land is in higher price brackets unattainable to most buyers. Only 27% of homes built or approved on greenfield land since 2009 fitted the government’s definition of affordable housing. …”

The Times: “The ruinous planning policy MPs don’t want you to know about”

If The Times is worried, everyone should be worried!

“To save you the eye strain, or possibly to sublimate some Freudian desire for self-flagellation, I have waded through all 73 pages of the government’s National Planning Policy Framework (NPPF). Slipped out last week under cover of Brexit, the document that will shape the look of England for years to come was duly awarded minimal coverage by the press.

I partly blame its clunky title. If the NPPF were called “Why a ghastly housing estate will soon be built just outside your favourite village” it would get a lot more attention. Still, at least the name of the minister responsible for it — the housing and communities secretary, James Brokenshire — has an ominous ring.

The trouble with having a “national plan” for anything, as Russia found in the 1930s, is that what seem like good ideas to centralised bureaucrats tend to collide with overlooked local realities to produce unforeseen catastrophes. I fear that’s the case with the NPPF, particularly since it covers everything from new housing and the future of town centres to protecting the environment, dealing with floods, promoting sustainable transport, rolling out broadband and preserving historic buildings.

Take its emphasis on “good design”. On paper, that’s admirable. Theoretically it gives local councils the power to reject those soulless estates of identical, boxy homes beloved of the big developers. The aim is to ensure that all new developments excite the eye, please their residents and enhance their environments as much as, say, Ralph Erskine’s celebrated Byker Wall in Newcastle. That would be a fine aspiration if local councils had the experts, time, resources and money to match what any big housing developer can deploy in a planning battle.

Unfortunately, thanks to central government’s ruinous cuts to their budgets, they don’t. Some, such as almost bankrupt Northamptonshire, can hardly run their bin collections let alone turn themselves into architectural watchdogs. For every Byker Wall built in the future, there are still likely to be a hundred soulless “off-the-peg” estates nodded through by councillors too helpless to resist.

And there’s a new threat. From November local authorities will have to comply with a “housing delivery test”. It will penalise those that fail to conjure up an agreed number of new homes in their area. Again the intentions are good: to bridge the enormous gap between the number of new homes given planning permission by councils and the number actually built by the developers. Councils will have to police much more thoroughly the progress of approved building applications — another strain on their scant resources.

The real worry, though, is that councils will panic because they aren’t meeting the set targets and will nod through schemes of scant architectural and social merit, repeating the appalling mistakes made in the 1950s and 1960s. No wonder that the Campaign to Protect Rural England has called the combined effect of the new planning rulebook and the housing delivery test “a speculative developers’ charter” that will result in councils and communities having “little control over the location and type of developments that take place”.

On town centres too, the NPPF seems to be living in a bygone age. The big problem in the next ten years won’t be banning ugly shopfronts or propping up small independent butchers and bookshops, or even halting the march of out-of-town shopping malls. It will be ensuring that there are any shops left, as the relentless shift to online retail gathers pace. As town centres fast become boarded-up wastelands, local authorities need the power (and the money) to make much more imaginative interventions. Yet the NPPF has nothing to say about this.

I find its paragraphs about protecting England’s green belts a bit weaselly too. These sacrosanct meadows are apparently safe from development except where local authorities have “exhausted all other reasonable options”. OK, but who decides what “exhausted” and “reasonable” mean? And there’s another glaring loophole. When it comes to brownfield sites inside green belt areas, it’s apparently a free-for-all.

There’s much that is sensible in the NPPF, of course. If I were an ancient woodland, for instance, I would feel better protected from rape by chainsaw. Nevertheless, my overall impression is that the bureaucrats who penned this well-meaning document imagine that England is still a country of communities safeguarded by strong, efficient local authorities. The sad truth is that government ministers have spent the past eight years paying lip service to “localism” while running down the democratic institutions that preserve it. Brokenshire’s legacy could well be broken shires.”

“Firms CAN bury nuclear waste in vaults under national parks, say MPs as search for underground site continues”

“Nuclear waste could be stored in vaults deep under national parks after it emerged yesterday that MPs backed the proposal.

However, the controversial plan is certain to be fiercely opposed by green campaigners.

After the Government began looking for a site to locate an underground radioactive waste vault, the Commons business committee backed its approach – but decided against calling for national parks and areas of outstanding natural beauty (AONBs) to be excluded. …

Energy minister Richard Harrington told the committee: ‘I am not saying we should have them on national parks, but it would be very wrong to exclude them at the moment in this big policy statement.’ …

The committee said the plan was ‘fit for purpose’, adding: ‘We decided against an exclusionary criterion for national parks and AONBs.

‘Although we agree that major developments should not be allowed in designated areas except under exceptional circumstances, we believe existing planning legislation and the national policy statement contain sufficient safeguards against intrusive developments and environmental damage in national parks and AONBs.

‘We support the Government’s view that it is conceivable for a GDI to be designed in a way that would be acceptable to communities, preserve the socio-economic benefits that national parks and AONBs bring them and avoid any intrusive surface facility in conservation areas.’

But Kate Blagojevic, from Greenpeace UK, said: ‘The Government have decided to bet the house on new nuclear reactors without any clear idea of how high the spiralling costs will be… or where to put the unknown quantity of waste they will generate.

‘Now we learn that the main protection for national parks is that local people won’t agree to anything bad, even though the local people won’t know what they’re agreeing to.’ “

80+ people protest against proposed Sidford business park

“Protestors made their feelings clear as part of a march saying ‘no’ to the proposed multi-million pound business park development in Sidford.

In excess of 80 people turned up to the ‘Say No to Sidford Business Park’ campaign event on Monday.

Residents were armed with homemade placards voicing their opposition to the application, which is looking to create 8,445 sq m of employment floor space on the Two Bridges site.

Councillor Marianne Rixson said that there was more than 1.6million sq ft of commercial property available in Exeter and Honiton catering for B1, B2, and B8 business use.

The plans also did not ‘conserve and enhance’ the area under the National Planning Policy Framework (NPPF) guidelines.

She told the crowd: “This development is going to be within our AONB which is precious.

“The height of these buildings are going to be raised by 1.5m for them to flood proof the site, which with the 7.5m on top is going to be 9m high – that is twice the height of a normal bungalow.

“There is a duty to conserve and enhance, this is not going to do either.

“Also it says it should be in exceptional circumstances; we have very low unemployment and there is plenty of property elsewhere, where is the exceptional need?”

The youngest protester at the event was just two years old, with many children joining adults to raise their concerns about developing in the AONB.

Sidbury pupil Billy Bonfield, aged six, said: “I do not want people to build a big industrial estate.”

His mum Becky added: “He goes to Sidbury School, there’s always gnarl ups on the road – it’s just not big enough.”

Concerned cyclist Sue Dyson said: “I’m in fear for my life going up School Lane. If there is more traffic, I think I wouldn’t be able to do it, it’s bad enough as it is in.”

Graham Cooper added: “The best idea is to redistribute the employment space across the area and develop brown field sites first.

“You mustn’t go and develop AONB land unless there’s proven to be a need.”

Campaigners are currently taking to the streets of Sidford and Sidbury with a petition which they will look to present to East Devon District Council.

The campaign has raised £750 so far to spend on signs and posters and urged people to keep donating.”

Investigation launched at Greendale Business Park by the Environment Agency

The Environment Agency has announced they will be investigating a serious incident that happened at the Anaerobic Digestion Plant next to Greendale Business Park on Tuesday morning 03.07.2018.

The AD Plant at Hogsbrook Farm is owned by FWS Carter and Sons who also run Greendale Business Park but lease the plant to “Ixora Energy Ltd.” The plant uses farm crops harvested locally and livestock manure to produce biogas and bio fertiliser. The Gas is then used to produce Electricity that is fed into the National Grid and is used by Greendale Business Park.

The Grindle Brook has been impacted by the incident of a substantial leakage of “digestate” from the AD Plant. However, the impact was minimised by the direct action of bunding the watercourse and removing the effluent by vacuum tanker, actions which were taken almost immediately by the AD plant (and staff at Greendale Business Park).

The Environment Agency are confident that this action captured most of the discharge itself. However, it did result in a small stretch of deprived reach. Impact to this reach was minimised by tankering fresh water below the bund and frequent monitoring of the watercourse for any wildlife in distress by both the site and EA officers over the 3 or 4 days that this incident took place.

There was concern from members of the public, who saw operators discharging what appeared to be effluent into the stream at Greendale, however this was not the case. They were putting freshwater in at the point at which the discharge entered the stream, which helps provide oxygen to the stream and move any residual polluted water down towards the vacuum tankers to facilitate removal.

Water for this operation was taken from a lake between Honey Lane and the Greendale Farm Shop.

The AD Plants at Hogsbrook and at Clyst St Mary were both run by a company called “Greener for Life”, until the company went into receivership last year after 3 years of trading. However, several the directors secured further funding for a new company “Ixora Energy Ltd” to buy the assets and contracts of Greener for Life Energy Ltd.

There has been a number of incidents relating to Greener for Life Energy Ltd, which was a Devon-based company producing energy from agricultural waste.

In 2015 the company and the site owner of a farm near Tiverton Nomansland Biogas Ltd, were fined over £10,000 and made to pay £7,019 in costs for negligently polluting a watercourse and contravening the requirements of an environmental permit.

The two companies were handed the fine at Exeter Magistrates’ Court in June 2015 after being found guilty of polluting two and a half kilometers of the River Dalch where the effects of the pollution were substantial, with the Environment Officer finding 100 per cent sewage fungus coverage for one kilometer from the discharge point and significant sewage fungus growth impacting a total of two and a half kilometers of the River Dalch.

An Environment Officer said at the time: “The effluent has a severely polluting effect – it is 100 times more polluting than raw sewage. Starving the river of oxygen has led to a significant adverse effect on water quality, animal health and flora.

The Environment Agency have said that the incident at Hogsbrook may result in regulatory or enforcement action with regards to how and why it happened and how it should be prevented from happening again.

They also say that it was fortunate that no wider impact was identified and therefore the pollution was contained within the bunded area – which is probably a best-case scenario given the nature of the incident.

“A protest opposing the plans for a multi-million pound business park at Sidford will be held next month”

“Campaigners have also launched a petition and have called on residents to join forces and back their efforts.

So far, more than 200 objections have been lodged against the application to create 8,445sqm of employment floor space on the Two Bridges site.

The plans, which could create 250 jobs, represents 37 per cent of what was previously proposed and submitted to East Devon District Council (EDDC) in 2016.

When the Herald went to press, a total of 232 comments had been submitted to EDDC – this included 211 objections and 20 supporters.

From Monday, July 9, Say No to Sidford Business Park campaigners have said they will be going door-to-door in Sidford and Sidbury in order to obtain signatures for their petition, in the first instance.

Volunteers then plan to submit the signatures to EDDC before the authority’s Development Management Committee makes a decision on the application.

Anyone who would be interested in volunteering on one or more of the days between July 9 and 12, from 6pm until 8pm, has been asked to come forward to help collect signatures.

Campaigners will also have street stalls in the centre of Sidmouth on Saturday, July 14 and Saturday, July 21.

Volunteers will be collecting signatures for the petition and will be seeking help from anyone who would like to help with the Say No to Sidford Business Park drive.

A campaign spokesperson said they would be running a number of initiatives throughout July.

A protest will be held on Monday, July 23, between 4pm and 5.30pm. Further details will be released closer to the time.

Greendale Business Park Tree Order – East Devon Alliance Councillor Geoff Jung instrumental in getting it passed

Well done, East Devon Alliance Councillor Jung! Others with business parks earmarked for their areas should take note! The tree order for the area around Greendale Business Park has been out for consultation and is now agreed and signed off. Let’s hope the owners of Greendale have the map – and understand it.

“Within the proposal for the 2009 extension to the business park back in 2009 there was an “agreed” landscaping proposal. However, agreements to maintain the landscaping proposals in a planning agreement do not generally extend beyond the agreed time of 5 years to maintain or replace the landscaping trees and shrubs in their first few years of growth.

Following many unauthorised tree and landscaping removals by the owners of Greendale Business Park, it was considered appropriate to instigate a review of all the trees existing surrounding the park and to include all the agreed landscaping.

The Local Authority (EDDC) following this review considered that the most appropriate way to stop further encroachment on the agreed landscape proposals would be to cover the whole area with a Tree Preservation Order.

Tree Preservation Order Proposal

The Tree Preservation Order (TPO) has been made to protect the significant individual trees and areas of newly created woodland. The TPO protects a total of 47 ‘Individual’ trees, 19 ‘Groups’ of trees, 3 ‘Areas’ of land and 17 ‘Woodland’ areas. The TPO collectively protects thousands of trees growing on and around the Greendale Business Park.

Most the trees within the TPO are contained within the landscape planting areas that were approved under the historic planning consent for the expansion of the business park (09/1195/MOUT). The extent of the business park is defined further within the adopted East Devon adopted Local plan 2013 – 2031.

Collectively the trees add to the rural character of the surrounding landscape. With the individual mature trees, their amenity is already significant. The landscape planting areas, will significantly increase in their amenity value, as the tree increase in size and develop into areas of woodland.

The protected trees and woodland areas are important in reducing the visual impact of the business park on the surrounding area and help maintain the rural character of the wider area.

Tree Preservation Order consultations

Three letters have been received requesting modifications to the provisional TPO, these modifications can be summarised as follows:

• Woodland, W2 – Request the removal of an area of land on the north-eastern corner of the woodland, as it does not contain any trees (Figure 2).

• Woodland, W8 – Request the removal the most southern end of the woodland as it is sandwiched between industrial units, is in places in contact with the buildings causing maintenance problems and it is of limited public amenity.

What will this Tree Order mean?

No one can cut down, top, lop, uproot, wilfully damage or destroy a tree or cause or permit the cutting down, topping, lopping, uprooting, wilful damage or wilful destruction of any tree except with the written consent of the Local Authority.

This order does not restrict the management of these trees and woodland areas but if any work was to be carried out the landowner is now required to seek permission from the Local Authority.

I really appreciate the work that the officers have done on this Tree Order that will in effect protect the trees and woodland in whole area surrounding the Business Park and the Rural Village of Woodbury Salterton.

I know that the Woodbury Salterton Residents Association and Woodbury Parish Council have been must concerned with industrial encroachment into the countryside within the area and important landscaping being removed prior to any planning approvals.

This TPO (Tree Preservation Order) and the shortly to be approved EDDC village development plan with its designated employment line around the business park will provide better certainty and protection to the rural landscape of Woodbury Salterton.”

Village Development Plan Approved by EDDC Strategic Planning Committee

The long-suffering residents of Farringdon and Woodbury Salterton are now one step closer from being a little more confidant with their fears of further growth from the Industrial Business Parks on their doorsteps from Hill Barton and Greendale Business Parks.

These 2 business parks have been growing at a considerable rate over the last 20 years which has provided important business opportunities and employment. However, it has been felt that further growth would be inappropriate in the open countryside some distance away from any major towns.

East Devon Local Plan proposals in the Local Plan approved in 2016 supported planned commercial growth would be at Cranbrook and areas close to Exeter together with other major towns in the district.

However there has been a number of challenges made to these policies with a number of Planning Inspectors hearings and High Court cases to these particular policies.

It was always known that the Local Plan would be challenged for development at these Business Parks and some villages. Therefore, the Local Authority proposed an additional planning document known as the “Villages Development Plan” which is an additional planning document drawn up by the Strategic Planning Department at East Devon which will provide further guidance and clarity to the largest villages in the district and the two business parks.

Finally, after 3 years of deliberation and public consultations, East Devon`s Strategic Planning Committee meeting this week, agreed to recommend to the East Devon`s Full Council meeting on the 25th of July that the “Villages Plan” be adopted.

The Villages Plan has been through several rounds of public consultation and the plan text has been refined to reflect the comments made.

Then followed a Planning Inspectors hearing plus an examination and recently returned by the Planning Inspector with an agreed approval following further changes and amendments.

The result of the Strategic Planning Committees approval and recommendation to the next Full Council meeting to adopt the new policy document will provide clarity and guidance on planning matters to the Villages and to the two Business Parks.

In the case of the Business Parks new planning policies are to be adopted.

Policy VP04 and VP05 which include a map that shows the extent of authorised uses at the Business Parks. Beyond the “Employment Area” shown on the map, any further planning applications will be considered to be in the “open countryside” and will be subject to stringent countryside protection policies.

It is therefore hoped by the rural villages of Farringdon and Woodbury Salterton that this endorsement of restricting further expansion at these Business Parks will provide clarity and certainty for the community for many years.

“The UK’s Urban Parks Could Store As Much Carbon As A Tropical Rainforest”

“London’s Hampstead Heath isn’t just a great place to hang out in during the summer, it’s also a vital tool for preventing global warming.

According to a new study by University College London, the UK’s urban forests such as Hampstead Heath can actually store the same amount of carbon as a tropical rainforest.

The remarkable findings will be vital for city planners who are hoping to create the next generation of sustainable cities.

The study was carried out using airborne LiDAR (Light Detection and Ranging) data collected by the UK Environment Agency, combined with ground-based LiDAR measurements.

Together the University was able to generate a map of the carbon stored in an estimated 85,000 trees in the London Borough of Camden.

Using that data they found that green areas such as Hampstead Heath were able to store up to 178 tonnes of carbon per hectare. This is in comparison to the median value for rainforests which can store up to 190 tonnes of carbon per hectare.

Greater Exeter – will city living take some of the pressure off East Devon?

It seems that, after years of decline, living in cities has become more and more popular for all age groups, but particularly you g professionals. Given the decline in rural services such as loss of transport, infrastructure, sixth forms, community hospitals and shops, this is not too surprising.

However, when it comes to living in Exeter it seems less popular with its city council (headed as CEO by former EDDC Head of Regeneration Karim Hassan) which appears to favour student housing and leisure centres and cinemas over homes.

And our developer-led Local Enterprise Partnership sees housing growth in areas which its developers favour for very high house prices – pretty towns and commutable rural villages, the coast – including AONBs.

There is no data for Exeter in the article but Plymouth’s city centre population has increased by 34%.

“The growth in city centre living is down to young people – older generations have not returned from the suburbs in significant numbers.
Some are students, whose numbers grew with the expansion of university education.

Air pollution: move children and other vulnerable people out of Sidford?
