Sidford Business Park – a grubby history

Tim Ford, once a much-respected plumbing and electrical contactor in Sidmouth, is renewing his controversial application to build a business park in the AONB at Sidford. (18/1094/MOUT)

Incredulous locals wonder how it was possible for a council to allocate an ‘employment site’ in its local development plan that is on a flood plain, is a rich wildlife habitat, and whose main access would be a narrow street where two lorries can’t pass without mounting the pavement!

For the dominant Tory group on East Devon District Council it was easy!

First, they let landowners and developers decide where to build. In 2007 they asked East Devon Business Forum how much employment land the district would need over the next 25 years. EDBF was a lobby group which included the Carters of Greendale, the Stuarts of Hill Barton and Tim Ford of Sidmouth. Their answer was predictable: lots and lots!

in charge of quietly asking landowners where they would like to build. Apparently, the proposal for a Sidford business park was first mooted at one of these confidential meetings in July 2010.

Third, in 2011 they elected Paul Diviani, founder member of EDBF, as leader. Under him the District Council became what many saw as a ‘Development Corporation’, the planning system became less about protecting the environment and more about encouraging building.

Fourth, they didn’t listen to the public or community groups whom they ignored or misrepresented. Sidmouth Chamber of commerce said the business park would be catastrophic for local businesses, Council minutes recorded the Chamber as supporting it!

Fifth, they whipped their large political majority to vote through the Sidford allocation. When hostile public reaction worried them just before the 2015 council elections they voted to ‘remove it’ from the Local Plan. Universal Rejoicing! But in 2016 the Inspector kept it in the Plan. Why? Because East Devon’s chief planning officer had not been instructed to give the Inspector reasons for the council’s change of mind!

Former EDDC Leader Diviani is now EDDC’s representative on the Greater Exeter Strategic Plan. In its confidential meetings he is helping to oversee a gigantic overspill project along the A3052 in the west end of the District where hundreds of acres of land are being earmarked for a massive expansion of business parks and thousands of new houses.

Indeed one such expansion was announced only this weekend near Cranbrook, where the developer is quoted as saying:

“The first, ‘Scenario 1’ is a response to existing market demand with the provision of a single large unit of around one million square feet (92,9000 sq.m.).

‘Scenario 2’ would see the site offer a multi-unit option, providing a range of sizes and configurations informed by ongoing market need.”

Which all makes the wretched Sidford application even less necessary!

At the public meeting we raffled an unframed painting of the proposed business park site, showing how it is today. Thank you to everyone who bought raffle tickets. It helped raise much needed funds for the campaign. The winning raffle ticket number was 61. If that ticket was yours then please contact us and we will arrange for you to receive the painting.

So many of you who attended the meeting were generous and we were able to raise the magnificent sum of £523.17 towards the campaign’s costs! Whilst this is very helpful, it may be that we have to ask for further donations, particularly if we need to undertake a professional traffic survey to submit to East Devon District Council as part of its consideration of the planning application.

A number of you offered to get involved with the Steering Group. Unfortunately, we won’t be able to contact you until early next week. It’s not because we don’t want your help; but rather there just isn’t enough time to do this over the weekend!

We understand that not everyone uses email, Facebook or Twitter and so one of the early discussions that the Steering Group will need to have is how best to engage with people locally who use none of these mediums. Already one suggestion has been to get up a petition and to go directly door to door obtaining signatures. Watch this space!

What can a National Park do for East Devon?

“Following Michael Gove’s announcement that the Government will look at creating new National Parks – what will it mean to East Devon if a Dorset East Devon National Park were to become a reality?

A National Park is an exciting vision for our countryside, communities and economy and it can become a reality. It would work in partnership to:

• Conserve and enhance our great landscapes and heritage
• Boost our economy and attract new funding, investment and jobs
• Make the new National Park a global brand and destination; adding opportunity and value to our tourism businesses and local producers
• Help farmers and land managers to access funding and other support
• Work with communities for appropriate development, affordable homes for local people and a thriving, successful location
• As the planning authority for its area, partner with Councils and help deliver what our communities need

IT WILL LOOK AFTER OUR ENVIRONMENT

The Dorset landscapes and heritage are very special. They have been judged to be amongst the top 4 percent in the country.

The environment is Dorset’s and East Devon’s greatest economic asset and the National Park would have a duty to look after and promote our environment and heritage.

IT WILL BOOST THE RURAL ECONOMY

A National Park would boost the rural economy and attract investment and jobs. Tourism is the area’s largest economic sector, and a National Park brand would put the area on the world map and encourage visitors to stay longer and spend
more.

It would help develop an area wide marketing strategy, manage tourism pressures and could attract funding for sustainable transport.

IT WILL HELP FARMERS AND LANDOWNERS

A National Park would help farmers and landowners to access funding and other support, and help them diversify and thrive as well as pursue conservation and recreational opportunities.

IT WILL BRING NEW AND EXTRA FUNDING

National Parks are separately funded by Government and not by residents or businesses. They also bid for extra funds which are invested in the local economy, in partnership with communities, not-for-profit and commercial businesses, farmers and landowners.

A National Park will be an asset and a close, efficient partner for the Councils and complement their work. It would bring additional resources and free up some council funding to help support local services and communities.

The South Downs NPA has secured over £100m in core and project funding since 20115.

HOW WOULD NATIONAL PARK STATUS HELP DORSET AND EAST DEVON?

National Parks have a responsibility to:

• Conserve and enhance the environment.
• Promote recreation, health, and the enjoyment and understanding of the special qualities of their area.
• Foster the economic and social wellbeing of their communities.

Let’s hope East Devon District Council make the right decision!

Boundary problems and a headache for EDDC’s new leader

What is fascinating about this spat is that a park and ride scheme can be deemed a harmful impact in an AONB.

Owl wonders if this will therefore similarly be a material consideration for a new industrial park planned in Sidford?

“A park and ride service which operated to the West of Lyme Regis has been halted.

East Devon District Council last week refused planning permission for a further temporary consent for the site, off the A3052, in Uplyme.

The application, from Lyme Town Council, was rejected on the basis of a lack of evidence provided to justify a need for the facility and that, as a result, this would have a harmful impact upon the Area of Outstanding Natural Beauty (AONB).

East Devon’s planning department had previously granted temporary consents for the park and ride use to support businesses in Lyme Regis and visitors to the town, but despite ample time being given to Lyme Regis Town Council to justify the park and ride’s continued use, the required information had not been received, say officials.

Since 2014, the district’s planning authority says it has consistently asked Lyme Regis Town Council to gather evidence to justify the need for a park and ride in the location in Sidmouth Road.

Despite the town council having four years in which to do this, the work has still not been carried out, says EDDC.

In addition, East Devon is not convinced that the proposed site is the best location for a park and ride facility, or that a further park and ride site is required, given that the majority of the traffic does not enter the town from the West on the A3052 where the site is located, and that the park and ride on Charmouth Road, to the East of Lyme Regis, has very recently been granted planning permission to operate 400 spaces over a longer seasonal period.

EDDC says it is happy to entertain a future planning application for the site, but it needs to be supported by justification for the use of the site. In addition, robust evidence of the need for the facility and justification that the proposed site is the most appropriate location to serve visitors to the town must be provided.

Cllr Ian Thomas, Leader of East Devon District Council and ward member for Trinity, which includes Uplyme, said: “East Devon planners, Uplyme Parish Council and I have worked for several years, in the interest of Lyme Regis traders, residents and visitors, in what has become a uniquely frustrating process.

“Last Summer, contrary to planning guidelines, I was able to secure a further last minute temporary consent.

“I was only able to do so: ‘….to allow the newly formed working group, including representatives from Devon and Dorset County Councils, East Devon and West Dorset District Councils. Lyme Regis Town Council and Uplyme Parish Council, to use such information in the development of a strategic approach to the management of traffic and parking requirements…”

“Sadly, this group has never met…

“It is disappointing that another planning application (validated on 19 March 2018) was submitted by Lyme Regis Town Council, seeking further temporary consent from 30 March 2018. The application is essentially a copy of that submitted in 2017, so it again neither offers supporting evidence requested following the 2014 application, nor demonstrates any significant progress in that direction.

“This lack of progress makes it impossible for me to intervene again on the grounds I used in 2017.

“Despite several instances of ‘factual inaccuracy’ by the applicant, I commend both East Devon planners and Uplyme Parish Council on their rigorous adherence to dealing professionally with each successive application, according to planning policy and guidelines.

“Notwithstanding difficulties experienced to date, I am confident that East Devon District Council, Uplyme Parish Council, other local authority neighbours and I, remain willing to work with Lyme Regis Town Council to develop the best possible long-term solution to the management of traffic and associated parking requirements in and around Lyme Regis and Uplyme.”

Lyme Regis deputy mayor, Cllr Steve Miller, said: “Lyme Regis Town Council was extremely disappointed to learn, immediately prior to a busy bank holiday and the school half term, that East Devon District Council refused the application for continued temporary use of the Sidmouth Road park and ride site.

“We are surprised by the tone and content of the press release issued by East Devon District Council, a copy of which was not supplied to the town council. We believe such a release is not normal practice on refusal of a planning application.

“The town council will obviously review available options before deciding how to proceed, which may involve appealing the planning authority’s decision.

“In the meantime, the work to obtain the evidence previously requested by East Devon District Council has already been commissioned via independent experts Hydrock and will continue. However, this has been made more difficult by the refusal of the Sidmouth Road application.

“This work will ascertain the best parking, transport and signage strategies for the town and will be pursued by the town council in the best long-term interests of the residents and businesses of Lyme Regis and those visiting the town we all love.

“The 400-space Charmouth Road Park and ride site will continue to operate throughout the peak summer periods. In addition, the town council has just agreed to extend the bus service to include all June weekends.

“The town council is grateful for the help and support it received from West Dorset District Council, its local representative and the landowner in achieving the permanent permission for the use of the Charmouth Road facility, which is also in an area of outstanding natural beauty.” …

East Devon National Park? Not in EDDC’s (many thousands of) back yards!

Gove wants more national parks. Dorset wanted a Jurassic National Park for Dorset and East Devon. Then EDDC Leader Paul Diviani said NO, NO, NO – we would lose control of planning (housing growth is heavily restricted in national parks).

“New wave of national parks could be created under Michael Gove’s plans for a ‘Green Brexit’

A new generation of National Parks could be created under Michael Gove’s plans for a “Green revolution”, The Telegraph can disclose.
The Environment Secretary is announcing on Sunday a sweeping review of the country’s protected landscapes, 70 years after the designation of the first National Parks.

The review, to be conducted by a panel led by Julian Glover, a former Downing Street adviser, “will look at both extending existing sites or creating new ones”, Mr Gove’s department said.

It is likely to consider calls for landscapes such as the Chilterns and South Devon Areas of Outstanding Natural Beauty (AONB) to join the list of 10 National Parks, which include the Lake District, Snowdonia and New Forest, and are protected by dedicated planning authorities and given special status in law.

Earlier this month, Dame Cheryl Gillan, the former Conservative cabinet minister, warned the Chilterns AONB was “threatened by development on all sides” and said National Park status “would provide safeguards at the highest level”.

Writing for the Telegraph, Mr Gove describes how National Parks are made particularly precious by the fact they are legally required to “promote opportunities for enjoyment” for visitors and to “provide homes for the farmers who keep our countryside both productive and beautiful”.

He adds: “In order to ensure our protected landscapes are in the best possible shape to meet future challenges I have asked the acclaimed writer Julian Glover, a passionate advocate for the countryside and a resident of one of our National Parks, to lead a review into how we can guarantee our most precious landscapes are in an even healthier condition for the next generation. The goal of Julian’s review is not to diminish their protection in any way, but to strengthen it in the face of present-day challenges.
“Are we properly supporting all those who live in, work in, or want to visit these magnificent places? Should we indeed be extending our areas of designated land? Could we do more to enhance our wildlife and support the recovery of natural habitats?”

The review, a key plank of the Government’s 25-year Environment Plan for a “Green Brexit”, will seek to “enhance natural habitats and protect plants and wildlife” as well as consider “expanding [the] network of National Parks and AONBs, supporting people who live and work there,” the Department for Environment, Food & Rural Affairs said. It will also look at ways to improve public access, in line with a separate pledge by Mr Gove to replace EU farming subsidies with a new system which pays farmers to improve access to their land.

The last time a new National Park was created was in 2009. Dame Cheryl has said designating the Chilterns as a National Park would help to “enhance the environment”.

Campaigners have also called for the Dorset AONB to be upgraded to National Park status, while others have advocated designating the Forest of Dean and Herefordshire Black Mountains as AONBs. While both statuses afford special protections, National Parks have a second formal purpose, under the 1995 Environment Act, to “promote opportunities for the understanding and enjoyment of the special qualities” of the areas by the public.

The Government pledged to conduct a review of protected landscapes as part of its 25-year Environment Plan. In its foreword, Mr Gove stated: “The plan looks forward to delivering a Green Brexit – seizing this once-in-a-lifetime chance to reform our agriculture and fisheries management, how we restore nature, and how we care for our land, our rivers and our seas.”

“Civic Voice president Griff Rhys Jones has today added his voice to campaigns by six community groups fighting “garden communities” being imposed on them by the Government.

He has penned a powerful Foreword to a Smart Growth UK report mostly written by community groups around the country who are opposing garden towns and villages. Griff warns that, far from being utopias, these are disordered schemes that ignore local communities and would be located in unsustainable locations.

“We encounter proposals that are not going to answer local needs for housing at all, but will waste precious countryside by building low density sprawling estates and creating expensive houses. Brownfield land in England can accommodate one million houses, So get on with it and use that.” he says.

Griff warns that terms like “housing crisis” and “emergency” are being used to force through development of the countryside which fails to provide the affordable homes we need as a nation.

The report sets out detailed objections by six groups opposing Government-sponsored garden communities and four opposing large greenfield developments marketed as “garden villages” by their promoters.

““Planning” by definition means looking to the future. That must mean the long-term future as well as the next few years. We need to recognize that people who urge care, caution and attention are not dwelling in the past. They are not NIMBYS, says Griff. “They are protecting the future.”

He says the protests, assessments and legitimate concerns in the report make sober reading.”

A cautionary tale for EDDC and Greendale

“Bath & North East Somerset Council has taken direct action under s.178 of the Town and Country Planning Act to demolish a large building that was built nearly ten years ago without planning permission in the Green Belt.
Cllr Bob Goodman, cabinet member for Development and Neighbourhoods at the council, said the local authority, so far as he was aware, had never taken enforcement action this far.

The two-storey building at Folly Lane, Stowey, was built in 2008 without planning permission sparking numerous complaints, the council said.

Following an investigation by Bathnes, in 2008 the land owner and the company responsible (AJP Growers) were served an enforcement notice requiring the demolition of the building and the restoration of the land.
The notice was appealed but the appeal was dismissed in 2009 giving the landowner until 2010 to comply with the enforcement notice.

However the owner repeatedly failed to comply with the notice despite what the council said was numerous attempts to regularise the development. The local authority launched prosecution proceedings over non-compliance with the notice.

A successful prosecution in July 2016 saw the owner of the land and AJP Growers convicted of an offence under S.179 of the Town and Country Planning Act, 1990.

Councillors then agreed direct action to have the building demolished in order to ensure compliance with the notice. Works were due to commence in 2017 however bats were found in the building, so the council had to have an ecologist survey the site and obtain a licence from Natural England to allow its lawful demolition.

Demolition works pursuant to S.178 and in line with council’s resolution were due to start on site on Monday (19 February). All costs associated with the demolition will be recoverable against the land, the council said.

Cllr Goodman said: “I am disappointed that the owners have let it get to this point. However we have pursued this case and at long last this illegal building, which is a real eyesore, will be demolished and the land put back as it should have been done almost ten years ago.

“Nationally there are only a handful of these interventions each year mainly because people comply with Enforcement Notices before it gets to this stage, however the public must have confidence in Bath & North East Somerset Council as a planning authority that we have the teeth to follow through with the most extreme form of enforcement available to us when necessary.”

Greendale Business Centre: FWS Carter and Sons application fails at the High Court

PRESS RELEASE:

“After 3 years challenging the planning system, Greendale Business Park owners are required to return an area back to Agricultural use.

It may have taken 3 years but finally the Planning Department at East Devon District Council (EDDC) has succeeded in winning a long running planning and legal challenge.

It was the 8th Feb 2015 when earth moving and general building works were first reported to EDDC Enforcement Officers by neighbours of Greendale Business Park. This was on a 3.5Ha site, east of the existing permitted development area at the Business Park near the village of Woodbury Salterton.

Following investigation, the Local Planning Authority (EDDC) served an Enforcement Notice to the owners FWS Carter and Sons, but they chose to ignore the notice and carried on developing the site at “their own risk”.

A planning application was submitted nine months later (06/11/2015 15/2592/MOUT) but the development was considered to lie outside the agreed development area for Greendale Business Park and it was refused by EDDC. A second attempt was made with a similar proposal split into 2 separate planning applications the following December but this was also refused (06/12/2016 16/2597/FUL and 16/2598/MFUL).

The Local Planning Authority then issued the owners with an Enforcement Notice, requesting the removal of the industrial concrete hardstanding, fences, buildings and the return of the land to agricultural use. The company then appealed to the Government’s Planning Inspectorate in March 2017 for the decision to be revoked.

on Dec 7th, 2017 the Inspector found in favour of the Local Authority and upheld their enforcement decision, but within days the Company lodged an appeal with the High Court. Last week 08/02/2018 the Judge ruled that there was no case to answer and therefore the decision by the Local Authority was upheld and costs of £3998 was set against the applicants, FWS Carter and Sons.

The Company now has 6 months to remove all industrial activity and return the land to agricultural use. This work will be monitored very closely

Another section of the Business Park (an area approximately 1Ha) south of the Greendale Business Park and just off Hogsbrook Lane, has also been developed without planning consent. The owners FWS Carter and Sons claimed in Oct 2017 that this land has been in “unlawful” industrial use for more than 10 years and they applied for a little-known planning regulation loophole known as a “Certificate of Lawfulness ” (17/2441/CPE) to enable the area to continue to be used without requiring further planning approval.

However, the Local Planning Authority followed Legal Advice and concluded that the land had not been used “unlawfully” for 10 years because there was lawful permitted development with a gas pipeline contractor occupying the site for 3 years. Because of this, the Certificate of Lawfulness was refused and it is expected that an Enforcement Notice will be served on the Company for this breach of planning shortly.

Many of you will have seen the recent coverage in local newspapers and on social media concerning a planning application lodged by Clinton Devon Estates for the former quarry plant area adjacent to Blackhill Quarry, enabling a nearby engineering firm to expand.

Unfortunately lots of inaccurate rumours were also circulating.

As you know the primary aim of the Pebblebed Heath Conversation Trust is to ensure threatened heathland ecosystems are protected, to ensure all wildlife associated with this habitat flourishes, to protect public access and encourage responsible public enjoyment of the heaths.

The most important conservation partner of the Trust is the public and we strive to keep our Friends of the Commons well-informed, so the Trust continues to develop with public support.

Our staff live in nearby villages and understand the issues local people have. Our neighbours are concerned about development, volume and types of traffic, change of use in rural areas and we recognise these topics can bring about many questions as well as strong feelings and differences of opinion.

We hope by providing the facts of this complex issue, especially given the amount of misinformation and speculation there has already been, you will have more of the information needed to make up your own mind.

Blackhill Quarry has no statutory conservation designations, although it is registered as a County Wildlife Site. Attempting to restore heathland on industrial sites can be extremely problematic due to the raised nutrient enrichment of the land due to lime. Similar issues are already the case on East Budleigh common, where the remains of buildings from Dalditch Camp, make management of this site, extremely difficult. To mitigate the loss of 1.09 ha heathland (from total area of 63 ha for the quarry) not restored from hard-standing, we would be looking to create significantly more heathland and of a better quality. This is likely to be through the conversion of existing coniferous plantations to heathland. Our goal is certainly for there to be a biodiversity uplift above and beyond that proposed under the existing restoration scheme.

Who knew that concrete couldn’t be so difficult to remove! If it’s THAT difficult perhaps we shouldn’t allow any development at all at this site since more and more concrete will be needed to expand it!

John F. Travis in his book “The Rise of the Devon Seaside Resorts” writes:

“The case of Exmouth serves to show that genteel landowners did not always ensure that resort development was of a superior quality. At Exmouth almost all the land was concentrated in the hands of the Rolle family,… but they tended to grant leases without exercising proper control over the subsequent development. In 1850 the Board of Health inspector castigated the Rolle family for not having concerned themselves with the “class or disposition of the houses erected” on their estate, with the result that properties were “chiefly of the second and third class . . . built without much attention to regularity and uniformity of design”….. In 1895 the Exmouth Urban District Council found it was powerless to prevent the spread of houses across Wythycombe Marsh, despite the fact that this low-lying area was frequently flooded and was contaminated by sewage.

Exmouth is an example of a resort where the landed proprietor failed to exercise proper control over development. Small developers were allowed to pursue their own interests without regard to the overall quality of the resort they were creating. The quality of development was generally inferior to that at Torquay, partly because there was less upper-class demand for housing at Exmouth, but chiefly because Exmouth lacked the large landowner’s personal involvement in the planning process which so characterized the development of Torquay. By 1907 one travel writer was grieving over Exmouth’s sprawling mass of mediocre housing, which he felt had clothed the resort “with a sad shabbiness”.”

Blackhill Quarry: Who’s listening to the Community?

At the time this article was prepared, more than 145 individuals and resident associations had lodged formal objections against Clinton Devon Estate’s (CDE) planning application 17/3022 to create new industrial units on the Blackhill Quarry site. The condition on granting the original quarry licence was that when extraction ceased, the site should be returned to its natural state.

This number of objections is rising hourly, in spite of a determined PR campaign by CDE in the Exmouth Journal and local Parish Magazines to spin a favourable case (It’s only a small bit of land… the site proposed is currently covered in concrete and any restoration to high quality habitat will be problematic…. mitigation proposals that might secure significantly more wildlife benefits for the surrounding heathland are being discussed. Etc.) The consultation period has been extended.

Owl recalls last May CDE launched an on line “tell us what you think” survey with the introduction:

“We look to listen carefully to our staff, customers and those in our community. How we engage with you and what you think about our approach to sustainability is important to us and we want to get it right. Your feedback to this survey will play an important part in helping us develop our future communications.”

In 2010, the RSPB joined forces with building materials supplier CEMEX to rejuvenate dozens of disused quarries.

And within fewer than eight years, 1,000 hectares of grassland, woodland, heath and wetland has been created which is helping rare and unusual species to flourish including 50 ‘at risk’ species.

“Woodbury business park expansion would be ‘morally and ecologically wrong’ “

The moral of this story? question anything and everything a developer says or promises.

“Environmental campaigners have said it would be ‘morally and ecologically wrong’ to allow proposed expansion business units at Blackhill Quarry in Woodbury.

The scheme, for the proposed expansion of Blackhill Engineering, is seeking approval of access for construction of up to 3251 sqm (35,000 sq ft) of general industrial floor space with access, parking and associated infrastructure.

The proposed development is located within the area that is currently being turned into a nature reserve, which was previously used as the processing area for extracted minerals and latterly for the processing of material transported to the site from other quarries.

The processing plant in “Area 12” is being removed as planned and the area was to be restored to heathland.

But Tony Bennett, from Wild Woodbury, has said that the plans would seek to reverse this restoration plan and the “U-turn” would be a huge blow to the environment as it sits within one of the most highly protected and scientifically important areas of countryside in Europe.

Mr Bennett added: “The heathland restoration plan represented a prime opportunity to turn a significant area of industrial wasteland into a nature reserve that will benefit everyone. The U-turn would make a mockery of the Conservative government’s new environmental initiative entitled “A green future – Our 25 year plan to Improve the Environment”.

“Lowland heaths are wild open areas similar to Moorland, and Woodbury Common is one of the few areas of it that are left in the UK. With regards to flora & fauna the Pebblebed heaths are home to many important species including rare butterflies such as the pearl-bordered fritillary and silver-studded blue, 24 types of dragonfly and damselfly, and innumerable rare plants. Notable birds include the hobby, the nocturnal nightjar, hen harrier and the elusive Dartford warbler. Deer, foxes, rabbits & hares, several species of rare bats, and many other mammals also make it their home.

“The application shows a total disregard for public opinion. The applicant states that it was not considered necessary to carry out a “formal community consultation exercise” as the site is “remote from any settlement”. By allowing this area to be used for industrial purposes the public are being deprived of access to an area that should be heathland.

“There will be a massive increase in number of cars using an already over stretched local road network. More huge heavy transporters and low-loaders will be bringing materials to and from the industrial site causing congestion and damage to roads that are too narrow and unsuitable for this type of vehicle. “Indeed complaints from residents of the nearby towns and parish councils about traffic problems, and the unsuitability of the location was one of the main reasons that the processing plant in area 12 was closed down.

“This extremely sensitive area should be restored – not degraded by further industry. It would be morally and ecologically wrong to allow development in this area.”

Woodbury parish council have also voted to object to the application.

The application says: “Quarrying operations within the site have diminished and the existing sifting and grading plant structures which remain on site today are largely redundant. It is proposed that they are removed, allowing new development to take place and to facilitate the expansion of the existing Blackhill Engineering business, as there is a clearly identified need to expand the existing premises on the adjoining land.

“The proposal is to construct three separate buildings units that would be clustered around an open service yard and the existing site entrance would be used to provide access to the scheme.

“Blackhill Engineering’s operations have grown substantially in recent years and their existing facilities are now at capacity. As a result, the existing facilities are unable to facilitate further growth of the business, and if they are to remain in their current premises, they now need to expand their operations onto the application site.

“The proposed development would be within the area that the existing quarry equipment is currently located, which would in turn be removed.”

East Devon District Council planners will determine the fate of the planning application.”

“Second-home owners face 500% tax rise in the Yorkshire Dales”

“Second-home owners in the Yorkshire Dales could see council tax on their properties rise five-fold after a landmark vote.

Members of the Yorkshire Dales National Park Authority have backed an initiative designed to “halt and then reverse” the decline in numbers of young people in the region.

The move follows concern from residents that the number of second homes has contributed to younger people leaving the area, schools closing and a loss of services, thus creating “hollowed out communities”.

There are about 1,500 second homes in the Dales, representing more than 10 per cent of the total housing stock. Last night members of the park authority voted by 12 votes to nine in favour of working with local councils to develop a specific proposal on second homes.

A figure of at least five times the present rate of council tax has been mooted for second-home owners, equating to an annual tax bill of £8,500 for a band D property. The proposals would not apply to holiday lets.

The national park’s constituent local authorities will consider the proposals in the new year. If they all back the scheme a fully developed proposition to attract more young people and families will be put to central government.

Carl Lis, chairman of the park authority, said that the verdict “demonstrates that we are not prepared to sit idly by and watch Dales communities slow decline”.

He said that while unemployment in the national park “barely exists”, employers “cannot afford to pay the sort of wages you need to buy a home in the Dales” because their prices have been so inflated by the second-homes market.

“A lot of effort is going in to getting new affordable homes built, but it is being cancelled out by the number of homes going into second-home ownership. Any initiative to attract and retain families in the park which did not at least try to address the negative impacts of second homes would be like ignoring the elephant in the room.”

He added that he recognised that the proposals were controversial and that second-home owners did help to contribute to the local economy, but said that permanent residents would contribute much more.

Richard Foster, a member of the park authority and leader of Craven district council, went public with the second-homes proposal last month. He said: “I hope we might have pricked the social consciences of those who leave their properties in the Dales empty for most of the year, but our central concern is not about them, it is about the viability of local communities.”

Yvonne Peacock, another member of the park authority, said: “A few years ago there were 70 children on the roll of the school in Bainbridge where I live — now the number is 25. There are simply too many second homes.”
