Jurrasic Park: a Halloween scary story

A scare story fit for Halloween. So scary that Owl is hooting with laughter.

 

Here is Owl’s dissection of the substance of the scare story recently spun by EDDC ex-Tory Councillor (and ex-leader) Ian Thomas, previously posted here:

Whilst he may now claim to be “Independent” the “Project Fear” he spreads is the established view of the previous Tory Council (and many in the current council).

It’s all about the proposal to create a new National Park by combining the East Devon and Dorset AONBs.

This proposal is not new. Like the creation of the Jurassic Coast World Heritage Site before it, a considered and reasoned case has been building for a number of years now.

The bit that SCARES Cllr. Ian Thomas (and others in the council) is that, despite EDDC attempts to pour cold water on the idea in the past, it has now been given endorsement by the Glover Review. (The Glover Review of Designated Landscapes was commissioned by Michael Gove to report in the 70th anniversary year of the National Parks and Access to the Countryside Act).

It calls for National Parks and AONBs to have a clear national mission to reverse environmental decline and specifically calls for the creation of two new National Parks and a National Forest – one such park being the area of the Devon and Dorset AONB/World Heritage site.

Cllr. Ian Thomas’ stated FEAR is that house prices in East Devon could rise ‘considerably’ if proposals for a new ‘Jurassic’ national park’ covering East Devon and Dorset are successful (when did prices last fall,in the recession)?

The REAL FEAR, however, is, Owl thinks, loss of power, particularly the power of development. As Ed Freeman (Service Lead Planning) put it in the penultimate paragraph of his review of Glover Report for Cllr. Susie Bond’s Strategic Planning Committee:

“….there may also be felt to be concerns around loss of power by this authority to another body.”

It is interesting that Dorset has no such worries and has enthusiastically endorsed the idea.

How fitting then at Halloween that Owl should do the scary thing and examine the FACTS!

In terms of protective policies, both National Parks and AONBs have identical aims. These are to “conserve and enhance natural beauty”. (National Parks have the further responsibility to conserve and enhance “wildlife and cultural heritage” as well.) National Parks also have a duty to seek to foster the economic and social well-being of local communities within their park (note – communities not just developers). The Glover review proposes that in respect of this duty, National Parks should go further and “respond proactively to local housing needs”.

So where is the scare?

Could it be that under past EDDC regimes AONB responsibilities to “protect and enhance” the area have simply been ignored, something that might be harder to do under different management and wider scrutiny?

If this is the case, then EDDC is in for a REAL SHOCK – a LOOK BEHIND YOU moment – because the Glover Review also proposes that both AONBs and National Parks should be staffed by a shared National Landscape Service and that AONBs should be given greater status in the planning system. AONBs should become statutory consultees, and should be supported to work towards local plans for their areas, prepared in conjunction with local authorities. For larger AONBs such as East Devon (specifically mentioned), this plan should have statutory status in place of local authority plans. So even if the National Park idea doesn’t get off the ground immediately, the cavalier approach EDDC has adopted in the past to its AONB will have to change if the Glover Report is taken up.

We don’t know what the next government might make of the Glover Review but, whatever political persuasionit has, we can safely assume it will look for ways of demonstrating its Environmental Protection credentials. Not pushing forward with Glover would be an obvious own goal.

There are many positive reasons to embrace the proposal to create a new National Park by combining the East Devon and Dorset AONBs with the Jurassic Coast World Heritage Site. Here are four in addition to the proactive management of local housing needs mentioned above.

1. Wildlife

East Devon and Dorset AONBs have distinctive and valuable ecologies which are important on a national scale. The East Devon Pebblebed Heaths, which forms 5% of the East Devon AONB is one of the largest areas of lowland dry heaths in England and has European designation. Consolidation of these two AONBs within a new National Park would increase the biodiversity of the environment creating a continuous wildlife corridor nearly 70 miles long.

2. Farming Culture and impact on Heritage Landscape

In the past, only the larger landlords like CDE had the management structure and financial stability to promote landscape enhancement projects within the AONB. However, subsidies based on acreage are going to be changed to supporting specific environmental enhancements, distributed more widely. Depending on how it is managed this could make significant changes to protected landscapes. For instance, there could be haphazard re-wilding on a considerable scale. AONBs in the future will need to be more involved and supportive of the independent sector of farming if the Landscape is to be conserved and enhanced, thus becoming more like National Parks.

3. Tourism and Economic benefits

National Parks promote understanding and enjoyment of their area’s special qualities by the public. A clear identity as a National Park would bring an economic boost to East Devon. The South Downs NP has attracted over £100M in core support and project funding since 2011 and it is reasonable to expect an East Devon and Dorset NP to attract a similar level of funding. On a smaller scale, experience from the Pebblebed Heaths are that funds and grants become more readily available with higher environmental designations, in this case SSSI, SPA and SAC.

4. Recreation and Well-being for an ageing and growing population

Encouraging Recreation is already a National Park priority. Improving public enjoyment would go hand in hand with promoting activities to improve health and well-being. Improving these will become an overriding priority in our area which is not only set to grow and age but already has more than 30% of the population aged 65 or older. It will become even more necessary if Cllr. Phillip Skinners dream of creating a North West Quadrant of linked villages to support immigration of 12,000 is realised.

A confidant and forward-looking EDDC would now seek to form a joint liaison committee to work with the East Devon and Dorset National Park Team so as to get a seat at the table and maximise the opportunities, rather than continue to sulk in its (developer built?) kennel.

No Tories in new EDDC Cabinet? Depends what you mean by Tory

Ian Thomas, former Leader of East Devon Tories, said when he resigned from the party after nominations had closed. This is what he had to say by way of explanation:

“My decision was in no way related to the excellent case being presented by East Devon District Council Conservatives in the pre-election period. Theirs is an outstanding presentation based on the performance delivered by a capable and experienced Conservative led team.

“It rather reflects deep disappointment in the performance of the Party elsewhere. …”

So, is he or is he not a LOCAL Tory?

East Devon District Council: will the Tory bodies ever be exhumed?

One of the reasons so many Independent councillors were elected was because they were not Tories! People had become sick of the way the district had been run for the last 45 years and demanded change. Part of that change was to see exactly what Tories had been up to in those 45 years when transparency was in short supply.

So, on 3 May, we were presented with:

31 Independents (20 mostly eastern-based/central-based Independents, 11 mostly western-based Independent East Devon Alliance)
19 Tories
8 Lib Dems
2 Greens

An alliance of Independents, Lib Dems and Greens would have produced 41 non-Tories – easily outnumbering 19 Tories.

What we now know happened is that eastern-based Independents (Leader Ben Ingham, Exmouth) refused to work with East Devon Alliance. We assume that Lib Dems (who agreed to work with an Independent majority, but not form a coalition with them), were similarly excluded by Mr Ingham from working with his group.

Instead, Mr Ingham chose to work with the 19 Tories, an ex-Tory (former Tory Leader Ian Thomas) and several so-called Independent councillors whose late-onset Independent roots had never been obvious or put to the test. He gave the job of Chairman of the Council to Stuart Hughes, a Cabinet post to Ian Thomas, one of the jobs representing EDDC at Greater Exeter Strategic Plan meetings to Tory Philip Skinner and several other posts to other Tory councillors. Owl has no idea what the two Green (Exmouth-based) councillors think of this arrangement.

Despite this, CEO Mark Williams presumably decided that there were NOT 31 Independents, but two kinds of totally different Independents (Independent Group, EDA) and declared Tories as the “official opposition” – in spite of them holding Cabinet and other posts. Is this constitutionally correct? How does one decide? One asks the CEO – dead end there, then!

This has led to a Tory (“official opposition”) Alan Dent, being the head of the Scrutiny Committee – the only committee that now has wide investigative powers. The Chair of this committee can say Yes or No to requests for scrutiny of any subject – his word is the only word on what goes on an agenda (as long as the CEO agrees, of course).

So, is there any chance of the Scrutiny Committee holding the previous Tory administration to account? No, zero, zilch, nada in Owl’s view.

So those Tory bodies – lying quietly tucked away for the last 45 years are almost certain to continue enjoying their slumbers.

And all because some Independents can’t or won’t work with other Independents and local Lib Dems are keeping themselves well apart where, in other areas, coalitions of Independents, Greens and Lib Dems is promising real change in formerly true-blue districts.

What is so ironic about this whole story is that, in his political career, Ben Ingham has been a Tory councillor, an Independent Councillor and Leader of the East Devon Alliance!!!

Pitiful and shameful.

Is nationalisation now a Conservative Party policy?

Perhaps THIS is why EDDC ex-Tory Leader Ian Thomas left the party (though Owl is STILL waiting to hear his explanation).

Imagine the debates at EDDC as Twiss and Skinner have to argue for it!

“The British government will renationalise the management of probation services in England and Wales five years after a heavily criticised programme of privatisation was deemed to have put members of the public at risk.

The supervision of about 200,000 low and medium-risk offenders will be removed from part-private companies and taken over by the government when the current contracts end in December 2020, said Justice Minister David Gauke.The existing model was intended to drive down re-offending levels when it was introduced but the chief inspector of probation, described the system last month as being “irredeemably flawed”.

The probation watchdog had previously found thousands of offenders were being managed by a brief phone call once every six weeks. Some prisoners were being given tents on their release from jails, an inquiry into homelessness published in March found.

“Delivering a stronger probation system, which commands the confidence of the courts and better protects the public, is a pillar of our reforms to focus on rehabilitation and cut reoffending,” Gauke said.

The U-turn marks a fresh embarrassment for Transport Minister Chris Grayling, who introduced the shake-up when he was justice secretary and has been dubbed “Failing Grayling” by the British press.

In his current job, Grayling awarded a 14 million pound contract for companies to ferry in essential supplies to Britain in the event of a no-deal Brexit to a company that owned no boats.

The decision to partially privatise the probation service was heavily criticised at the time.

Companies including France’s Sodexo, the United States’ MTCnovo and British firms Working Links and Interserve have been given contracts to oversee probation services.

The government has already announced it would abolish the use of handing out of new contracts to private companies to run government projects after reviews revealed little evidence of financial benefits.

It has also moved to strip some companies of their contracts because of poor performance or due to financial trouble.

Last month, the government announced it was taking over the running of a Birmingham prison from private operator after inmate violence made it unmanageable.

Last year the collapse of Carillion, one of the biggest beneficiaries of such privatisation contracts, forced the government to step in to guarantee services ranging from school meals to roadworks that the company had previously provided.

A few months later, it renationalised the rail route between London and Edinburgh, taking back the line from a private company after it over-estimated profits.”

Diviani blames Tory “vendetta” for de-selection in Yarty …

This communication from ex-Leader and now also ex-councillor Paul Diviani really deserves a far wider audience than former Yarty voters:

“Dear All

As there is not a lot of substance to report other than repetition and the ghastly shenanigans afoot nationally, regionally and within the Conservative Party, I feel I should draw a line under my 20 years representing Yarty.

I have appreciated the many friendships I have made in that time and will always have your best interests in mind.

For the sake of clarity, I was deselected by the Conservative Executive as a result of a personal vendetta from standing in Yarty and had to find another ward away from Tiverton and Honiton with a disastrous personal result.

Wishing you all the best for the future and if I can help in any way (without interfering!) I am at the end of a call.”

No, Paul, everything really is fine in Yarty, the voters have spoken, so its time to hang up your Tory council boots … no-one appreciates old Grandpa insisting he’s the only one who knows how things should be done! And those disastrous results would almost certainly have been just as bad in Yarty.

Though, for the sake of even more clarity, Owl thinks you might name a few names before you hang them up!

And it certainly shows that there is definitely “something VERY nasty in the woodpile” if the current and ex-Leader complain about the party that served them so well until recently.

Owl is STILL waiting for Ian Thomas to explain exactly which of the national Tory policies he disagreed with (since he is on record as saying all was fine among East Devon Tories when it so obviously wasn’t).

Come on, Mr Thomas – no whip now – you could speak your mind if you wanted to.

Can you be TRULY independent if you agree with EVERYTHING the Tories are doing locally?

Tory EDDC Leader defection goes national (on a pro-Lib Dem website)

“Very odd timing for this news about the now former Conservative leader of East Devon Council, Ian Thomas:

The leader of East Devon District Council has quit the Conservative Party…

Cllr Thomas blamed the performance of the Party nationally for his departure and emphasised it had nothing to do with local issues.

He also added that if re-elected, he will sit as an Independent. [Devon Live].

What makes the timing so odd is that this has come after his nomination papers went in… with the Conservative Party name and logo.

Ian Thomas is therefore still appearing on ballot papers as the Conservative Party candidate.”

Comment from retiring Independent councillor Roger Giles on the fact that Councillor Ian Thomas resigned from the Conservative Party on 17 April 2019 but neither he nor the local Conservative Party made this known to the public until yesterday:

“There was, of course, a meeting of the Conservative-run East Devon District Council on 24 April.

The meeting was chaired by Ian Thomas, although he was apparently no longer a member of the Conservative Party.

Nothing was said at the meeting about his changed situation.

I imagine many people at the meeting were unaware of the very strange situation.

I imagine the meeting might have taken a different course had it been generally known.”

Questions about “THAT” resignation … the missing 12 days

Owl is puzzled.

Why did Councillor Thomas wait until yesterday (a week later) to make this information public?

Was Councillor Thomas aware before 5 April 2019 that he was so disaffected by his party that he might feel the need to resign from it?

If so, why did he not resign before 5 April?

If not, what new information did Councillor Thomas receive between 5 April (when nomination papers had to be officially in for local elections) and 17 April 2019 when he resigned?

What national policies of his former party did Councillor Thomas disagree with that caused him to believe he could not continue in it at local level – what issues was it influencing locally that he disagreed with?

Councillor Thomas is now “Independent” so free from party whipping and completely free to discuss his views on this important topic so that voters in his ward understand what he will do differently in future – and why.

Independents and “Independents ” – Owl’s view

Well, first of all, what a turn up for the books! Esteemed Leader steps down one week before local elections and, with it being too late to change ballot papers, will be described as “Conservative ” while calling himself “Independent”!

One (Well, Owl) has to wonder – why now? If he blames Tory NATIONAL policy for his decision – what is so different about this week compared to last week, or last month or last year? Nothing – it’s been an omnishambles for what seems like forever!

First, let’s tackle him becoming “Independent”.

Owl has already had a LOT to say about Tories opportunistically becoming “Independent” when the going gets tough, it looks like they might lose to REAL Independents but they want to remain comfy councillors. In reality, if on the very unlikely off-chance they win, they then go on to vote EVERY time with Tories. (And, in the case of “Independent” Geoff Pook, even get a Cabinet position or plum Chairmanship. Beer does like to think it is a bit different, but not TOO different!

No, many of these so-called “Independents” are nothing but panicking Tories either (a) wanting to distance themselves from a bloodbath (b) wanting to distance themselves from the former party in case they are not in the majority and EDDC’s books get opened to the former opposition or (c) Both.

Of course, Councillor Thomas may be telling it as he sees it. But surely, in that case, if you are disaffected with your party at national level, but you are deep-down a Conservative, the right and proper thing to do is to stay in it and effect change from the bottom up.

It hardly seems a ‘Damascene Conversion’ at this point. It seems more like someone seeing a ship sinking and seeing no alternative way of getting off it.

Sidford Business Park: “Nothing has changed’ highways outlines objection to business park proposals”

“Highway bosses have submitted fresh opposition to a new proposed business park at Sidford as ‘nothing has changed since the last time’.

Councillor Stuart Hughes, head of highways for Devon County Council, spoke exclusively to the Herald saying the department specifically objected to the distribution element of the application.

A change of use is being sought for the agricultural site, in Two Bridges Road, to provide 8,445sqm of employment floorspace.

The plan has received 102 letters of objection ahead of the deadline today (June 15) for comments.

Councillor Hughes posted on Facebook that the council would be submitting its objections and said the news would be welcomed by residents in Sidford and Sidbury.

He said: “Nothing has changed from the last time. The distribution element was a concern last time because it would bring big lorries through narrow streets in Sidford and Sidbury.

“They are very narrow and just aren’t big enough for this sort of traffic. It is the wrong site for a business park, in an Area of Outstanding Natural Beauty.”

Resident Jackie Green said highway’s focus on the distribution element could ‘play straight into the developers hands’.

She said: “Any down-playing of the impact of the rest of the plan, two thirds of the development, risks making it easier for the application to be approved. Worse, if the B8 [class for distribution] is deleted, it would leave a space for even more B1 buildings (office and light industrial), which require more dedicated parking spaces than B8.

“This emphasis in the Highways objection will not ‘be welcomed by all local Sidford and Sidbury residents’, as Stuart Hughes claims, nor by any other users of the Sidford-Sidbury road. The plan as a whole is wrong, not just bits of it.”

The plans state the applicants aim to create 250 jobs and have addressed concerns raised when a scheme for a larger business park were submitted in 2016.

District council ward member David Barrett said he must remain impartial as he is a member of EDDC’s development management committee, which may be involved in making a final decision about the application.

EDDC will make the final decision about the plans.”

The topping out ceremony took place at Blackdown House in Honiton, which will be the council’s new home by January 2019.

As part of the ceremony, a yew tree branch was attached to the highest point of the building.

The ceremony was completed by council chairman Andrew Moulding and leader Ian Thomas. A council spokesman said it was “an age-old tradition”.

The authority plans to move from its current HQ in Sidmouth to Blackdown House in December 2018. The move will be financed by selling the property to Pegasus Life Ltd for £7.5m, which will turn it into a 113-apartment assisted-living community. …”

DCC East Devon Alliance Councillor backs East Devon National Park

“I’m putting forward a motion to the next meeting in July for the Council to support a new park, which would include the East Devon Area of Outstanding Natural Beauty, and prepare a case for submission to the review of national parks recently announced by the Government.

I’m proposing that Devon County Council supports the creation of a Dorset and East Devon National Park

And EDDC Leader Thomas is … silent so far. And Hugo Swire is … silent so far!

Boundary problems and a headache for EDDC’s new leader

What is fascinating about this spat is that a park and ride scheme can be deemed a harmful impact in an AONB.

Owl wonders if this will therefore similarly be a material consideration for a new industrial park planned in Sidford?

“A park and ride service which operated to the West of Lyme Regis has been halted.

East Devon District Council last week refused planning permission for a further temporary consent for the site, off the A3052, in Uplyme.

The application, from Lyme Town Council, was rejected on the basis of a lack of evidence provided to justify a need for the facility and that, as a result, this would have a harmful impact upon the Area of Outstanding Natural Beauty (AONB).

East Devon’s planning department had previously granted temporary consents for the park and ride use to support businesses in Lyme Regis and visitors to the town, but despite ample time being given to Lyme Regis Town Council to justify the park and ride’s continued use, the required information had not been received, say officials.

Since 2014, the district’s planning authority says it has consistently asked Lyme Regis Town Council to gather evidence to justify the need for a park and ride in the location in Sidmouth Road.

Despite the town council having four years in which to do this, the work has still not been carried out, says EDDC.

In addition, East Devon is not convinced that the proposed site is the best location for a park and ride facility, or that a further park and ride site is required, given that the majority of the traffic does not enter the town from the West on the A3052 where the site is located, and that the park and ride on Charmouth Road, to the East of Lyme Regis, has very recently been granted planning permission to operate 400 spaces over a longer seasonal period.

EDDC says it is happy to entertain a future planning application for the site, but it needs to be supported by justification for the use of the site. In addition, robust evidence of the need for the facility and justification that the proposed site is the most appropriate location to serve visitors to the town must be provided.

Cllr Ian Thomas, Leader of East Devon District Council and ward member for Trinity, which includes Uplyme, said: “East Devon planners, Uplyme Parish Council and I have worked for several years, in the interest of Lyme Regis traders, residents and visitors, in what has become a uniquely frustrating process.

“Last Summer, contrary to planning guidelines, I was able to secure a further last minute temporary consent.

“I was only able to do so: ‘….to allow the newly formed working group, including representatives from Devon and Dorset County Councils, East Devon and West Dorset District Councils. Lyme Regis Town Council and Uplyme Parish Council, to use such information in the development of a strategic approach to the management of traffic and parking requirements…”

“It is disappointing that another planning application (validated on 19 March 2018) was submitted by Lyme Regis Town Council, seeking further temporary consent from 30 March 2018. The application is essentially a copy of that submitted in 2017, so it again neither offers supporting evidence requested following the 2014 application, nor demonstrates any significant progress in that direction.

“This lack of progress makes it impossible for me to intervene again on the grounds I used in 2017.

“Despite several instances of ‘factual inaccuracy’ by the applicant, I commend both East Devon planners and Uplyme Parish Council on their rigorous adherence to dealing professionally with each successive application, according to planning policy and guidelines.

“Notwithstanding difficulties experienced to date, I am confident that East Devon District Council, Uplyme Parish Council, other local authority neighbours and I, remain willing to work with Lyme Regis Town Council to develop the best possible long-term solution to the management of traffic and associated parking requirements in and around Lyme Regis and Uplyme.”

Lyme Regis deputy mayor, Cllr Steve Miller, said: “Lyme Regis Town Council was extremely disappointed to learn, immediately prior to a busy bank holiday and the school half term, that East Devon District Council refused the application for continued temporary use of the Sidmouth Road park and ride site.

“We are surprised by the tone and content of the press release issued by East Devon District Council, a copy of which was not supplied to the town council. We believe such a release is not normal practice on refusal of a planning application.

“The town council will obviously review available options before deciding how to proceed, which may involve appealing the planning authority’s decision.

“In the meantime, the work to obtain the evidence previously requested by East Devon District Council has already been commissioned via independent experts Hydrock and will continue. However, this has been made more difficult by the refusal of the Sidmouth Road application.

“This work will ascertain the best parking, transport and signage strategies for the town and will be pursued by the town council in the best long-term interests of the residents and businesses of Lyme Regis and those visiting the town we all love.

“The 400-space Charmouth Road Park and ride site will continue to operate throughout the peak summer periods. In addition, the town council has just agreed to extend the bus service to include all June weekends.

“The town council is grateful for the help and support it received from West Dorset District Council, its local representative and the landowner in achieving the permanent permission for the use of the Charmouth Road facility, which is also in an area of outstanding natural beauty.” …

Independent East Devon Alliance councillor Geoff Jung seeks support for a (non-political) Jurassic National Park

“A Jurassic National Park makes sense Says East Devon Councillor

East Devon’s new leader Cllr Ian Thomas has been contacted regarding Mr Michael Gove’s announcement that the government is considering creating new National Parks within the UK.

Cllr Geoff Jung who is Ward Councillor for Raleigh Ward that includes several rural villages including Collaton Raleigh, Otterton, Bicton and Yettington and most of Woodbury Common that are all within the “Area of Outstanding Natural Beauty” of East Devon has written to Cllr Thomas asking for his and full council support in creating a Jurassic National Park to cover the length of the Jurassic Coast from Poole Harbour in Dorset to Exe Estuary which would include Woodbury Common and the villages he represents.
This is because a few years ago the Council discussed the concept of creating a joint Dorset and East Devon National Park which they considered neither appropriate or achievable.

However, Cllr Geoff Jung points out that since then a lot has changed as the District Council is now working with Exeter, Teignbridge and Mid Devon Councils with the Greater Exeter Strategic Plan, to provide for extra housing and commercial development in the Greater Exeter growth area it would now make sense to open a dialogue with Dorset and the Government.

Michael Gove the Environment Secretary has stated today (27/05/2018) plans for a new “Green revolution”, with a possible new generation of National Parks and changes to the boundaries to our Areas of Outstanding Natural Beauty (AONB).

This review is our one opportunity in East Devon to protect and enhance our beautiful area!

Within East Devon we have the Pebblebed Heaths (commonly known as Woodbury Common) and the Blackdown Hills designated as AONBs. We also have the World Heritage Jurassic Coast which covers the coast line area from Exmouth through to Lyme Regis in Dorset, and the Exe Estuary which is a most important habitat being designated a SSSI and RAMSAR site.

The review is to be conducted by a panel led by Julian Glover, a former Downing Street adviser. They will look at both extending existing AONB and National Parks or possibly creating new ones.

Mr Gove says the review will consider landscapes such as the Chilterns and South Devon Areas of Outstanding Natural Beauty (AONB) to join the list of 10 National Parks.

It should be noted that Mr Gove mentions South Devon which may not include our own district but would possibly include the “South Hams” only.

It is well known that National Park status “provides safeguards at the highest level “In most National Parks the decisions on planning matters are dealt with through the “National Park Authority.” However, in the recently formed South Downs National Park, the Local Authority administer the planning process, on behalf of the National Park.

I understand that Dorset and East Devon were in discussions a few years ago regarding a “Jurassic National Park” which would cover the coast line of the Jurassic Coast and the hinterland of some of East Devon and Dorset including the areas of AONB in each area. However, I understand that the proposals were not considered appropriate at that time.

I understand from colleagues in Dorset that they are now considering applying to Mr Gove to designate the Dorset area of the Jurassic Coast from Poole Harbour to Lyme Regis to be included in a National Park.

This very important review of the AONBs and National Parks could mean that with the current policy of EDDC we may find ourselves having a new National Park in Dorset and in the South Hams but none in our area!

This would be a travesty in East Devon considering that one of the Jurassic Coast`s most important areas is the undercliff between Lyme Regis and Seaton and we already have the Pebblebed Heaths and the Blackdown Hills.
The loss to East Devon’s Tourist trade and the exclusion of funding and grants that will be allocated to the new National Parks would mean our area lose out on a once in a lifetime opportunity for protecting our beautiful unique landscape.

East Devon District Council is discussing with their neighbours in the west (Exeter, Teignbridge, Mid Devon Councils) a plan development. The GESP (the Greater Exeter Strategic Plan) is looking at the “Growth Area” for possible expansion of housing and commerce within the confines of commuting distance of the main driver which is the growth of the City of Exeter.

However up to now our dialogue with our eastern neighbours has resulted in a negative response to a joint National Park.

I would strongly support that we endeavour to work with our growth point neighbours to the East but at the same time discuss with the National Park Panel and our Dorset neighbours to plan a balanced and unique area of managed economic growth to provide the required housing, infrastructure and commerce, and at the same time expand the AONB designated areas and strive for a joint Jurassic National Park that would include the most important natural areas in our district.

East Devon is about to be placed at a crossroads, do we ignore our wonderful and unique selling point which is our countryside and only concentrate on growth or do we aim to deliver on both these important issues?

This issue most not become a Party-Political tool, but be endorsed by all the parties and independents at East Devon District Council.

Gove wants more national parks. Dorset wanted a Jurassic National Park for Dorset and East Devon. Then EDDC Leader Paul Diviani said NO, NO, NO – we would lose control of planning (housing growth is heavily restricted in national parks).

A new generation of National Parks could be created under Michael Gove’s plans for a “Green revolution”, The Telegraph can disclose.
The Environment Secretary is announcing on Sunday a sweeping review of the country’s protected landscapes, 70 years after the designation of the first National Parks.

The review, to be conducted by a panel led by Julian Glover, a former Downing Street adviser, “will look at both extending existing sites or creating new ones”, Mr Gove’s department said.

It is likely to consider calls for landscapes such as the Chilterns and South Devon Areas of Outstanding Natural Beauty (AONB) to join the list of 10 National Parks, which include the Lake District, Snowdonia and New Forest, and are protected by dedicated planning authorities and given special status in law.

Earlier this month, Dame Cheryl Gillan, the former Conservative cabinet minister, warned the Chilterns AONB was “threatened by development on all sides” and said National Park status “would provide safeguards at the highest level”.

Writing for the Telegraph, Mr Gove describes how National Parks are made particularly precious by the fact they are legally required to “promote opportunities for enjoyment” for visitors and to “provide homes for the farmers who keep our countryside both productive and beautiful”.

He adds: “In order to ensure our protected landscapes are in the best possible shape to meet future challenges I have asked the acclaimed writer Julian Glover, a passionate advocate for the countryside and a resident of one of our National Parks, to lead a review into how we can guarantee our most precious landscapes are in an even healthier condition for the next generation. The goal of Julian’s review is not to diminish their protection in any way, but to strengthen it in the face of present-day challenges.
“Are we properly supporting all those who live in, work in, or want to visit these magnificent places? Should we indeed be extending our areas of designated land? Could we do more to enhance our wildlife and support the recovery of natural habitats?”

The review, a key plank of the Government’s 25-year Environment Plan for a “Green Brexit”, will seek to “enhance natural habitats and protect plants and wildlife” as well as consider “expanding [the] network of National Parks and AONBs, supporting people who live and work there,” the Department for Environment, Food & Rural Affairs said. It will also look at ways to improve public access, in line with a separate pledge by Mr Gove to replace EU farming subsidies with a new system which pays farmers to improve access to their land.

The last time a new National Park was created was in 2009. Dame Cheryl has said designating the Chilterns as a National Park would help to “enhance the environment”.

Campaigners have also called for the Dorset AONB to be upgraded to National Park status, while others have advocated designating the Forest of Dean and Herefordshire Black Mountains as AONBs. While both statuses afford special protections, National Parks have a second formal purpose, under the 1995 Environment Act, to “promote opportunities for the understanding and enjoyment of the special qualities” of the areas by the public.

The Government pledged to conduct a review of protected landscapes as part of its 25-year Environment Plan. In its foreword, Mr Gove stated: “The plan looks forward to delivering a Green Brexit – seizing this once-in-a-lifetime chance to reform our agriculture and fisheries management, how we restore nature, and how we care for our land, our rivers and our seas.”
