Owl – these are both big events to East Devon – have your say.

Solar Farm at Clyst St Mary

Appeal_Flyer1a

From John Barbara, Co-Chair OMLRA & Chris Booker, Member OMLRA

Please see the attached flyer which sets out the details of the case and the arrangements for the Appeal Hearing.
It is being circulated just in case you are not fully aware that the first application for the original 48 acre solar site surrounding Walnut Tree Cottages has gone to appeal. The application was rejected by East Devon planners so they have to defend this decision. This does NOT concern the revised application for a much smaller site at the same location.
OMLRA has filed a detailed and policy-based submission which makes our case brilliantly. However, we need to demonstrate a high level of individual local objection to the solar site. To this end, would you be able to come along for a time on Tuesday (It starts at 10am) ? Even an hour would help to show that local residents are firmly against the use of high grade farmland (surrounded by four listed heritage properties) for solar.
Please do come and support this. We have a very strong case already but we need a personal presence from genuine residents from Oil Mill Lane to help tip the balance by showing our strength of feeling.
We look forward to seeing you next week.
Best wishes
John Barbara, Co-Chair OMLRAChris Booker, Member OMLRA

OWL – from our western fringe – still East Devon under threat.

TLS review of Peter Nasmyth’s book

Peter Nasmyth
LITERATURE AND LANDSCAPE IN EAST DEVON
160pp. MTA Publications. Paperback, £15.99

Visiting Sidmouth for the BBC in 1949 John Betjeman remarked, “A silver mist hung over Sidmouth when I came into it. A silver mist was over it when I went away”. Peter Nasmyth’s Literature and Landscape in East Devon is thick with Devon’s silver mist. Produced in association with East Devon Alliance, the book, as befits its subject, is large, eccentric, utterly beautiful… It’s as though the pages are alive with Devon pixies, dashing among the shadows and flashing their eyes.
Nasmyth writes the kind of delightful, delighting prose that one associates with another era – glad and gleeful prose which occasionally throws up the most extraordinary insights. Writing about Coleridge’s childhood in Devon, for example, Nasmyth writes about the ways in which the River Otter “cut a profound psychological mark into his character”. The cutting of the river into Coleridge’s consciousness captures exactly the outrageous edge of his vast Devonian imagination. “Looking out across East Devon’s undulating green hills and open fields that lead to a sparkling expanse of sea”, Nasmyth writes, “is a feeling in itself” – and indeed it is.
The book is a treasury of just such remarks and information…We see, too, how Sidmouth is paraded and disguised in literature: it is, variously, apparently, Thackeray’s Baymouth, Beatrix Potter’s Stymouth, William Trevor’s Dynmouth, Thomas Hardy’s Idmouth, and Jane Austen’s Sanditon.
Nasmyth’s most unexpected discovery in the book, however, is John Fowles’s home on the Undercliff, that strange area of landslip on the Dorset-Devon border, where Fowles famously wrote The French Lieutenant’s Woman. Peering inside his writing shed, Nasmyth discovers fresh signs of slippage and subsidence: “the large, plate-glass window had just, a couple of days earlier, received a long crack, from one side to the other”. Even Jurassic East Devon, it seems, is always in the process of change… Visit now, before it is too late.

Will new EDDC Chair be ‘too busy” for the role?

Will new EDDC Chair be ‘too busy” for the role?

Stuart Hughes, who has been appointed as EDDC Chair, is also a County Councillor. What, then, has changed since Cllr Hughes was sacked from Chairing the Scrutiny Committee after setting up an ‘in-depth study’ into EDDC’s links with the group then known as the East Devon Business Forum?

Note from OWL: As EDWatchers well know, the so-called Business TAFF,  never completed its original task, despite plucky efforts by  Cllr Graham Troman (Con) ( who lost his Sidmouth seat this May).

Tories of East Devon – You just don’t get it, do you?

Wednesday 3rd June

The motion to delay the Knowle Sale by 6 months was placed before Full Council by Cllr Cathy Gardner and Cllr Matt Booth.  They both presented very reasoned cases for the delay and were conciliatory in their approach.  They stressed Transparency to the residents of East Devon and in particular Sidmouth.  They did not oppose the move merely asked for more time to allow greater consultation to ensure that the Council made the right decision.

The reaction was set by Cllr Williamson who insisted that as the decision had already been validated by the Overview and Scrutiny Committee (with a set of “independent” auditors) there was no need to delay – in fact he maintained that there was a need for greater speed.  Other speakers opposing the motion spoke of the need to move and how inappropriate the current building was.

Tories – you just don’t get it!  It is recognised that the current buildings are not fit for purpose AND SOMETHING HAS TO BE DONE – but what that is and how due process is applied is the central issue in this motion.

Previous Committees and Councils sanctioned a move to Sky Park – not a mention of that! Then a sudden concept of two premises – why the change?

The appeal to the Freedom of Information request was scathing of the Council – no acceptance of that or any explanation of what was so important within the papers that they could not be released – I doubt most Tory members had even read (or been able to read) them.

Reference to election results and other “facts” but no concept of the Perception of the public – they rightly feel marginalised.

Tories – you seem to have forgotten that you serve your community – these assets are not yours – they are not even EDDC’s – they are owned by the Council Tax Payers of East Devon – you merely act as temporary custodians in the passage of time.  You MUST consult with your Community – you have failed to do this as on other occasions.  You were given the opportunity last night to make a fresh start with Openness and Transparency – you rejected that offer with your customary arrogance.

The motion was defeated by a recorded vote – this may come back to bite you!

Council Accounts

We are approaching that time of year when the public have unlimited rights to examine the councils accounts for the previous twelve months. The exact dates that a twenty working day period starts is unknown, it is dependent upon when the accounts are ready.

If there are any lingering questions about what the council has spent, and with whom, etc, in the last twelve months then now is the time to prepare to go looking

A guide as to the rights we have in this matter may be found through a link at http://www.audit-commission.gov.uk/about-us/contact-us/querying-council-accounts/council-accounts-a-guide-to-your-rights/ The rights under this act are considerable- NO COMMERCIAL CONFIDENTIALITY applies and the limited opportunity should not be missed.

Safe seat, Hugo? The Daily Telegraph isn’t so sure!

“Ms Wright is the Conservative minister’s best-placed challenger, the bookies say, with Ladbrokes giving her 5-1 odds to win, better than Ukip (14/1), the Liberal Democrats (66/1) and Labour (100/1). Her odds, originally quoted at 66/1 by William Hill, have improved and now stand at 9/2. Hugo Swire’s odds, however, have deteriorated, slipping from 1/12 in late February to 1/6. So who is this independent threatening Hugo Swire’s seat?

Claire Wright, an independent councillor representing the town of Ottery in East Devon, stood for Parliament because she was “angry about the way central government treats its citizens”. A local campaigner, the 39 year old worked in the NHS from 2001, in a public relations role, starting numerous health campaigns. She also worked for Devon County Council before becoming a freelance in 2008, serving on Ottery Town Council from 2009 to 2013 and then East Devon District Council.

In May 2013, Claire was elected to the Devon County Council after securing 2,974 votes which represented 74 per cent of the total vote, making it the biggest share in the South West. She is the leader of the non-aligned group of three Independents on the council and one Green councillor. On the council, she has focussed on two issues: transparency and working to “save the district from the very real threat of over-development”.

Without newspapers – who is keeping tabs?

“There’s a real democratic value in having a local newspaper,” said Martin Moore of the Media Standards Trust. “It’s not just that it allows the community to know what’s going on. It’s also that the presence of a journalist who turns up to council meetings makes local politicians more accountable and keeps tabs on their behaviour.

“As these papers close – or as they’re hollowed out, closing local offices and running news gathering from a hub in a city miles from people’s lives – we’re gradually creating a serious democratic deficit. The number of professional journalists reporting on local news has plummeted in the last decade. There are now areas of the UK where there is virtually no professional news reporting at all.”

Just as well we have Owls and Zorros!

Heaven or Hell?

Thanks to comedienne Jennifer Saunders Facebook page for this:

While walking down the street one day a Member of Parliament is tragically hit by a truck and dies.

His soul arrives in heaven and is met by St. Peter at the entrance.
Welcome to Heaven,’ says St. Peter.

‘Before you settle in, it seems there is a problem. We seldom see a high official around these parts, you see, so we’re not sure what to do with you.’

‘No problem, just let me in,’ says the man.

‘Well, I’d like to, but I have orders from higher up. What we’ll do is have you spend one day in hell and one in heaven. Then you can choose where to spend eternity.’

‘Really, I’ve made up my mind. I want to be in Heaven,’ says the MP.
‘I’m sorry, but we have our rules.’

And with that, St. Peter escorts him to the elevator and he went down, down, down to hell. The doors open and he found himself in the middle of a green golf course. In the distance is a clubhouse and standing in front of it are all his friends and other politicians who had worked with him.

Everyone is very happy and dressed in evening dress. They run to greet him, shake his hand, and reminisce about the good times they had while getting rich at the expense of the people.

They played a friendly game of golf and then dined on lobster, caviar and champagne.

Also present is the devil, who really is a very friendly & nice guy who has a good time dancing and telling jokes. They are having such a good time that before he realizes it, it’s time to go.

Everyone gives him a hearty farewell and wave whilst the elevator rises….

The elevator rises and the door opens in heaven where St. Peter is waiting for him.

‘Now it’s time to visit Heaven.’

So, 24 hours pass with the MP joining a group of contented souls moving from cloud to cloud, playing the harp and singing. They have a good time and, before he realizes it, the 24 hours have gone by and St. Peter returns.

‘Well, then, you’ve spent a day in hell and another in Heaven. Now choose your eternity.’

The MP reflects for a minute, then he answers: ‘Well, I would never have said it before, I mean heaven has been delightful, but I think I would be better off in hell.’

So St. Peter escorts him to the elevator and he goes down, down and so on down to hell.

When the doors open he’s in the middle of a barren land covered with waste and garbage.

He sees all his friends, dressed in rags, picking up the trash and putting it in black bags as more trash falls from above.

The devil comes over to him and puts his arm around his shoulder. ‘ I don’t understand,’ stammers the MP.

‘Yesterday I was here and there was a golf course and clubhouse, and we ate lobster and caviar, drank champagne, danced and had a great time. Now there’s just a wasteland full of garbage and my friends look miserable. What happened? ‘

The devil looks at him, smiles and says, ‘ Yesterday we were campaigning..

Today you voted.

It gets worse for Tory Chairman Grant Shapps/Michael Green!

A parliamentary candidate for the Welwyn Hatfield constituency of Tory Party CO-Chairman Grant Shapps (aka “Michael Green”) has changed his name to Michael Green to stand agaInst Shapps.

Shapps admitted last month that he did work as a web marketer under the alias Michael Green after entering Parliament and, when challenged said that he had been “over firm” in his denial!

Here is the official list of candidates:

On his website

“Mr Green” (rumoured to be a famous comedian) says:

“Tory chairman Grant Shapps has been pretending to be ‘Michael Green’. Well my name really is Michael Green. And I’m pretty pissed off.

So I’ve decided to embarrass him by standing against him in his own constituency. That’s right: his secret pseudonym will be joining him on the ballot paper.”

Election Posters

Cheerful letter in this week’s Sidmouth Herald (17th April 2015):

‘The sudden appearance in our fields and hedgerows, gardens and window boxes, of a variety of colourful election posters must gladden every heart in East Devon this Spring-time.

It is probably wise simply to enjoy them as a symbol of hope and renewal. But sometimes I wonder if they have some deeper meaning.

Perhaps the posters in windows and gardens indicate that the people who live there intend to vote for the named candidate (or party). But what are we to make of the ones on gates and fields inhabited only by sheep and donkeys?

And the ones planted on the margins of our public roads? What are they for? It’s not as if Devon East is a marginal constituency.

Or is it?
