At present, an MP can change parties, vote against everything he or she said that they stood for before election – they can’t even be removed if they have done something criminal and been jailed for more than 12 months!

“Why are our MPs told how to vote by the party whips on most bills that go through the House of Commons????

David Cameron MP gave us the answer: “[A Bill] gets sent to the House of Commons where it’s debated without diligence–because automatic guillotines cut time short. It’s passed without proper scrutiny–because standing committees for Public Bills are stuffed with puppets of the Government. And it’s voted through without much of a whisper–because MPs have been whipped to follow the party line”.

The above quotation from a party leader whilst in opposition, shows that political parties are stern critics of the whipping system in parliament when in opposition, but then use exactly the same methods themselves when elected to government.”

This Party Whips system which is used to enforce party decisions on our elected MPs, combined with the fact that the membership of all major parties has been reduced to very small numbers, has left our democracy locked into a situation where a very small elite of party activists have control over our political parties, our government and our country.

This is the Pledge that ALL candidates of ALL parties are being asked to sign:

As a prospective Parliamentary candidate for the [your] constituency in the Westminster Parliament General election, I herby give this pledge on my word of honour to the voters of the aforesaid constituency.

I pledge that if elected to be your Member of Parliament in the election on 7th May 2015, I will pursue the aims and policies presented to the voters in my manifesto. I will maintain a continuous review of these policies in light of any change of circumstances that will affect the viability or desirability of these policies during the Parliamentary term and inform my constituents of any change in my support for any of these policies. I will work diligently to advance the interests of the people of my constituency, my region and my country and I affirm and promise that all of my voting decisions in the Westminster Parliament will be cast as a Free Vote (not on the instruction or direction from my party or party whips) and I will not abstain from voting in any parliamentary division.

I confirm that as your Member of Parliament, I will be guided by the Seven Principles of Public Life “selflessness, accountability, objectivity, integrity, honesty, openness and leadership”. as drawn up by the Nolan Committee and endorsed by parliament. I also confirm that I will always represent the interests of my constituents and my country above the interests of my party, the Executive or any self interest groups of Lobbyists or Special Advisers who may exist inside or outside of parliament.

If elected, I will expect to be personally judged as your Member of Parliament on my voting decisions in Parliament, my service to my constituency, region and country and my adherence to the “Seven Principals of Public Life”. If at any time, I am presented with verifiable evidence through the FVVRA Standards Committee that I have broken this pledge to my constituents. I will resign my post as your Member of Parliament and initiate a new constituency election.

Having signed this the FVVRA Pledge myself, I will support the right of any other prospective Member of Parliament or present Member of Parliament to adopt and make this pledge to the people of our United Kingdom.

Hugo Swire says a poor electoral system is better than no system at all

Great Britain is shirking its historic duty to speak up for the freedom of Hong Kong. Foreign Office chief Hugo Swire claimed last week that the former colony is “on a journey to greater democracy and accountability.” It would be interesting to know exactly how Mr. Swire defines his terms.

In testimony to Parliament, Mr. Swire explained that while the rigged electoral system imposed by Beijing on Hong Kong “may not be perfect,” it nonetheless is “better than nothing.” His Foreign Office colleague Stephen Lillie said Beijing’s system could offer “genuine choice.” More honest diplomats would call the system, which allows Hong Kongers to vote only for candidates nominated by a committee stacked with Beijing loyalists, an Iran-style sham.”

Because David Cameron didn’t want us to know who went to his £15,000 per place fund-raising dinner, there was no guest list and no seating plan for the room. Do, how did guests know where to sit? SAYS NOTHING IN WESTMINSTER DEBATE

“Claire Wright, the Devon County Councillor and Independent candidate running against the current MP, Hugo Swire at the General Election, challenged her opponent last week. She reminded him that his website claimed that he would “speak up and vote for the people of East Devon”.

She invited him to speak up when the House of Commons decided on Council Budget cuts for the next financial year. The leader of the Conservative-led Devon County Council, which has secured savings of £128 million since 2009, had warned that further cuts of £50 million will have to be made in the next financial year and another £34 million in the following year.

“But during the debate on Tuesday 10th February, Mr Swire was apparently unable to find his voice to defend the thousands of residents who will be severely affected by the latest sets of budget cuts.

“He voted in favour of the crippling cuts to Devon County Council and was silent during the debate.

The council funding debate came just hours after Mr Swire and his colleagues attended a Conservative party election fundraiser where tables could be booked for £15,000 each and which raised over £2 million. “When you failed to utter a word for your constituents in a crucial debate, is it any wonder that thousands are asking “how are we all in this together?”

“Mr Swire, you have voted for council cuts without even making an argument on behalf of your constituents. You cannot be accused of inconsistency: another year, more massive cuts and once again, you have totally ignored the wishes of your hard-pressed constituents. You remained a mute minister. Do you care? It is understandable why so many local voters will vote for change and for someone who does really stand up for the local people, in practice, not just via PR type slogans on a website. Action, not meaningless words, is required and you have let down all the voters in East Devon by failing to speak on their behalf as you said you would do. Presumably, you will remove that empty promise from your website?

“Even in election year, it appears that you are not brave enough to utter a word on behalf of your constituents many of whom have long since given up on you because you have consistently ignored them and the problems in East Devon, many of which have been created by the Conservative-led East Devon District Council.

“Mr Swire, your actions are regarded here in East Devon, that’s your constituency, as cowardly and callously indifferent to local people’s needs.”

Devon County Council will vote on its newest and most crippling budget yet on Thursday 19th February.”

Psephology – the study of elections – is getting complicated!

MPs constituencies can be a very puzzling thing and can lead to strange results in elections, and especially the forthcoming district and Parliamentary elections which appear to be the most volatile for decades.

For example:

The East Devon constituency (current MP Hugo Swire) includes a chunk of inner Exeter (St Loyes) which comes under Exeter City Council and where your neighbours directly across the street have Ben Bradshaw (Labour) as their MP.

If you live somewhere like Stoke Cannon then your district council is East Devon but your MP is Mid-Devon’s Mel Stride.

If you live in the Tiverton and Honiton constituency, your MP (Neil Parish, farmer) has a totally rural community except for the coastal town of Seaton (with Axmouth and Beer) which has quite different problems to the rest of the constituency.

Uplyme, in the Tiverton and Honiton constituency and under East Devon District Council is geographically and psychologically closer to Lyme Regis (West Dorset)

Could be very interesting!

The guests included porn barons, sex shop owners, Peter Stringfellow and people who had bedn jailed for financial crimes. No guest list was issued and no table places were marked in case information about the 1,000 plus guests leaked to the press. Only those entering by the main door were snapoed, others chose discrete entrances.

Hugo Swire ignores plea for more equitable treatment of Devon

Claire Wright asked Hugo Swire to speak up for more equitable treatment for Devon when the annual settlements for Authorities was debated on 10 February, citing many examples of how the county is treated as a “poor relation” compared to other areas, such as:

“The allowance for school children is £300 per head per year less than for children elsewhere. Will it be cut again? The council has said that the school crossings budget must be cut by £100,000 per year in the next two years.”

Mr Swire and Mr Parish did not speak in the debate and the settlement for Devon (and other authorities)was voted through by them without comment.

…East Devon Alliance (EDA)  certainly believes this, as do the new network of Independent candidates supported by them.

‘I have been asked to point out that the Neighbourhood Plan meeting on 12th February is only for the original Planning Committee in this instance. There will, however, be another opportunity to view and comment on the Plan in early March. I apologise for any confusion this may have caused.

Local MP’s meetings on planning like London buses: none for four and three quarter years then two come along together!

Suddenly, after four and three quarter years of rarely being spotted in East Devon and never appearing to have had a single public thought about its shambolic Local Plan or the Knowle relocation fiasco and never having said anything about any of the massive developments afflicting our district, our current MP Hugo Swire starts saying Knowle relocation is a mistake (duh: Claire Wright’s being saying that for 2 years) and he arranges to talk about planning in Clyst St Mary on Thursday 19 February in the school hall (no time yet given)and in Woodbury Village Hall on Friday, 20th February from 6.30 till 8.0 p.m. So, that’s 2 meetings for Hugo, scores and scores for Claire Wright.

If you have a burning question – particularly about he just seems to have woken up some 3 months before a general election, when it is far too late for most of the towns and villages suffering massive and inappropriate developments already agreed by EDDC – now is the time to ask it.

In an article titled “These failures show that Rotherham is not alone” by Gaby Hinsliff in today’s Guardian:

… “Casey signalled that an unhealthy culture had become embedded partly because this was a solidly Labour council, one where there was not much political opposition, but also officers who knew the same old people would be re-elected next time. It didn’t do to fall out with them. The same will be true not just in solidly Tory councils but in any organisation where people stay forever, where problem employees aren’t confronted but kicked upstairs.

And that’s why all institutions need faintly oddball, stubborn, counter-cultural people who may well be irritating to work with but ask the questions others don’t. Several of the MPs who have campaigned on institutional child abuse have the same quality; so do most of the investigative reporters who have pursued the story and so arguably does Casey.

It is to be hoped that Goddard does too, because if sunlight is the best disinfectant then contrariness – the ability to ask difficult questions, rock the boat, annoy and upset powerful people – is a crucial second line of defence. An organisation that can listen when the wrong people are talking inside it has at least a chance of listening to the wrong people outside too.

If you want a truly LOCAL MP who has devoted herself for years to fighting on local issues and has a sound track record on them, she really is the only choice.

Hugo Swire has rarely been here over the last 5 years as his Foreign Office travels take precedence, the UKIP candidate moved here only when his candidacy was announced a few months ago (though still retaining his family home elsewhere), the Lib Dems have yet to reveal their candidate and the Labour candidate dropped out last week and has not yet been replaced.

When Claire Wright first announced her candidature the bookmakers gave odds of 66-1 against her winning. The odds have shortened week after week since then and she is now seen as the front-runner to displace the current MP.

CLAIRE WRIGHT CHALLENGES HUGO SWIRE TO PUT RESIDENTS BEFORE PARTY AND TO STOP THE SAVAGE CUTS IN DEVON’S GRANTS

Claire Wright, the Devon County Councillor and Independent candidate running against the current MP, Hugo Swire, at the General Election, has challenged her opponent.

“On 10th February, the House of Commons will be deciding on Council Budget cuts for the next financial year. The leader of the Conservative-led Devon County Council, which has secured savings of £128 million since 2009, has warned that further cuts of £50 million will have to be made in the next financial year and another £34 million in the following year.

“In the past, Mr Swire, you have voted for annual cuts without even making an argument on behalf of your constituents. As your website still claims that you were ‘sent to the Commons to speak up and vote for the people of East Devon’, speak up now!

“The hard-pressed people in our constituency, not least the large number of carers who face problems as the local NHS struggles to cope on an unfair grant, need help. We are confronted with the prospect of more savage cuts which will cause massive hardship, especially to those who are already severely penalised by earlier reductions in expenditure. They are often the people least able to cope with the cuts and many of them find it hard to believe that ‘we are all in this together’”.

Claire Wright continued. “Devon is the third largest county in England, has a higher than average-age local population, a lower population density and is the destination for huge numbers of holiday makers. Their needs, too, must be catered for if tourism, a key factor in the local economy, is to be sustained. The county cannot stand any more swingeing cuts. Who would have thought, just a few years ago, that many in the constituency would have to visit food banks?

“The relatively less difficult cuts in expenditure have already caused genuine hardship. Now the prospect of even more reductions implies a bleak future for thousands already suffering from the impact of earlier decreases. More cuts will make it even more difficult to meet core duties in protecting children, the vulnerable and the elderly.

“We have seen threats to, or closures of, inpatient beds at community hospitals, minor injuries units, youth centres, libraries, care homes, day centres and children’s homes and services. Now, if further drastic cuts are imposed, we shall see, for example, reductions in county-sponsored bus services, which will have a grim impact on the elderly who lack private transport and are too frail to carry heavy shopping so have to use local bus services frequently. Some £1.7 million must be saved from the budget of £5.376 million for 200 public council-run bus services which carry 4.5 million passengers annually.

“The allowance for school children is £300 per head per year less than for children elsewhere. Will it be cut again? The council has said that the school crossings budget must be cut by £100,000 per year in the next two years.

“Highway budgets are being cut to our extensive network and some of our roads will no longer be gritted, resulting in more accidents which will add to the pressure on the already challenged Royal Devon and Exeter hospital. Eight million square metres of grass verge will no longer be cut. What impression will that give our tourists? The Coalition government wants councils to use their reserves: Devon’s reserves of £14 million would vanish in a few days.

“I am angry at the way in which the Coalition government spends our money. They spent £70 million setting up the unwanted Police and Crime Commissioners and wasted £3 billion on the reorganisation of the NHS. Now they are proposing to spend £50 billion on the HS2 project. It is shocking that this money is being wasted when the when the government is cutting public services back strongly and causing hardship.

“As the fifth largest economy in the world it is ridiculous that some people in the UK have to choose between heating and eating. We can offer a better life to our citizens through eliminating waste, redistributing national income more fairly and securing a higher tax take from those companies, which, obeying the law, nevertheless deny this country billions of pounds in tax income each year.

Even Devon County Council Conservative leader, Councillor John Hart has publicly urged Devon MPs to back the council and vote against the cuts.

“I call on Mr Swire to choose to support the residents of East Devon, instead of his political party and, on February 10th to argue against and vote against the savage cuts.

What has Hugo Swire been up to recently?

Stirring words in Parliament on the lack of democracy in Hong Kong about which he said:

During my visit to Hong Kong in January, I met with the President of the Legislative Council as well as a number of legislators from a range of parties, and with a range of views on the constitutional reform debate.

and corrupt companies in the Republic if Congo about which he says:

We expect all companies to act appropriately and to the highest of standards, and encourage anyone with evidence of serious fraud, bribery or corruption to contact the Serious Fraud Office.
